If you rewatch the scene where the blind spot is mentioned, the camera changes to damn's reaction, which shows that he knows something. Also, the Chinese do end up getting arrested by the coast guard off screen, that is how the police found out the chips weren't real. Still, their intent was to steal US weapons technology, so you can bet they probably went to prison for conspiracy at the very least
