Cyberdark Impact really wasn't as bad as people made it out to be. When making my custom format, I had to stop before it, because there were a ton of cards that I would need to ban from it, and plus the Senet cards are too annoying.
Keyword is custom. If you just take DM and GX sets, cdip is definitely in the lower tier. Maybe not the worst besides sanctuary and possibly mellinium and soul, but bottom 5 seems like a very safe bet to say.
