Tax dollars for the town for as many years as the house stands. Town doesn't care if the homeowner loses the house, they only care about the tax dollars the house generates. They also don't care that it is built in a risky place, just send the town a tax dollar check.
Who gets to pay for cleaning up this mess? Not the mad rich owners who've enjoyed an unimaginable level of privilege and prestige from owning the house for years, I'm guessing. All of a sudden, they're broke, right? Make the NC taxpayers foot the bill.
Not sure about the structure that collapsed, it collapsed, but the other ones are not homes; they are vacation rentals. In other words, they are businesses. And the assets that are being consumed by the ocean are heavily insured. Cry for the homeless in Peoria, Poughkeepsie, or Pittsburgh but 30 miles out to sea, on on a national seashore?
