Take a flashlight and put your finger over it. Red light will pass through and your finger will glow red. If you want to understand the details, study optics, more specifically photometry - transmission, absorbtion and reflection of light. Edit: I don't know how much will pass through skull, I can't confirm or deny that a significant amount of light passes and has the desired effect

There's little conclusive evidence for use in other conditions related to the brain, but it generally has no side effects so can't blame them for giving it a try. I haven't read anything describing the reason it works, especially not the way he describes, so can't fact check that aspect at all.

While applying heat to some wounds and bruises may cause pain relief, it has not been proven superior to current methods. Shining a heat lamp at a person's skull will probably make the parents feel better but will most likely have NO therapeutic value for the child.
As a layperson, I would guess that it would definitely trigger a lasting fight-flight reflex, and would also cause the person to rely on constant stimulation to be able to get anything done (ie always having tiktoks playing in the background while doing simple tasks). But again, these are just my guesses as someone who has no formal schooling in the matter
