For a 500 ml dispenser, 1 charger is enough. Believe me I use mine for about 10 years now, with only 1 charger and it works fine. My whipped cream is great. I don't use milk or any liquid sweeteners though. I use icing sugar instead.
I shake my dispenser BEFORE inserting the gas, to dissolve the sugar, then I put the gas and shake the dispenser 5 to 7 times only else my cream get buttery.
Do you use normal temperature Ever-whip or Chilled Ever-whip?

Atm, I use everwhip and no ither ingredient, fill it to the max and one charger. It only makes up to 7 whips only.
* Whipped Cream 500ml Recipe
- Whipping cream 400ml
- Fresh milk 20ml
- Sugar syrup 5ml
- Vanilla syrup 5ml
- Cream chargers 1pcs.

*Whipped cream recipe
- Whip cream 450ml
- Fresh milk 20ml
- Vanilla syrup 10ml
- 2pcs of Cream Chargers.

The 2 chargers is more if you get a 1L dispenser or if you want to make "sauces".

It's depending on the dispenser volume and not of the preparation volume (of course in a 500 ml dispenser, you will never be able to put 1L preparation 🙂)
In a 500 ml dispenser : 1 charger
in a 1L dispenser : 2 chargers.
She uses a 1L dispenser, that perhaps why she said always use 2 chargers, i guess.

The density of the cream is lighter than water.
But I think the approximation for a whipped cream should be ok
