You forgot to mention that you need a Taiwanese phone number to register an Easy Card for the U Bike system. I think you can use your debit/credit card for three rentals of you're a foreigner.
Interesting. Except for the warm weather. Along with the rain. November, December, and sometimes January. The temperature can drop to 13, 12 and even 9 and 8. This is when snow can and does fall in short periods at night. But it doesn't stay on the ground with the exception of the mountains around the city.

Where did you find all these people that can speak English? I went to Taiwan last year and traveled through the island but almost nobody could speak English. It was easier to find people who spoke Spanish.
I think you should find young people. Many random college students in Taipei and Shanghai (China) speak fluent English. But Japan and Korea may be different, and it's hard to find English speakers there.
