    The Zoom recording has made a star of Jackie Weaver for the way she ruthlessly dealt with councillors she considered to be disruptive.
    Ms Weaver isn't a councillor, but had been invited as a troubleshooter. As chief officer of the Cheshire Association of Local Councils, she's been dubbed the Winston Wolf of Cheshire local government.
    We went forth to Handforth.

      So I think the backstory is that the councillors wanted to hold a meeting but chair whose role it is to hold meeting refused. He had also apparently been disruptive in the past to the point of being kicked of another call. So Jackie Weaver was brought in from another council as an outsider to help moderate/keep the peace. The chair who refused to hold the meeting decided to attend the meeting and basically question everyone's authority and said the meeting was illegal. Basically he was being difficult for the sake of being difficult. Jackie was essentially caught in crosshairs and essentially carried out her role as moderator by booting off the guys who were being rude and disrespectful.

      @@cameronarmstrong6854 He was in breach of the code of conduct for members, by the rules he should have ejected himself. Alas nobody anticipated a chair to disrupt the meeting. Under employment law he basically just exposed the council to a bullying and harassment claim.
      He also put himself in a catch 22 procedurally. If, as he claimed the meeting wasn’t lawful, then he had no authority to chair it, it would be just a random zoom meeting. He probably would have been better off boycotting with his supporters it to deny the meeting quorum.

      @@technicalvault Wrong. The standing orders require the chair to first official note disruption and then there is a vote on the next steps. If he did not officially note them, which he didn't, then there could be no vote or any actions taken. Especially not by an unelected clerk.

      From what I gather:she didn't really have "authority" as such. But everything the chairman was saying was incorrect. He has no say on what items are on the agenda that would be Jackie's job as clerk (the clerk is usually also the proper officer. So he was wrong about that too) the clerk is a sort of impartial person in these precedings and according to this video she was brought in because complaints had been made about the chairman not doing the job appropriately. Which seems about right given his reaction.

      It would normally be the chairman's job to remove rude people from the meetings but it is also the chairman's job not to get in an argument so I guess she took the right action? I can't see any info on the authority of the vice chair which makes me think that might be a position only some parishes have

      this meeting was done to effectively veto the decision... no credible sources though. just heresay. why i asked. and thats what she meant by "they did everything through the proper channels" but did what? whatever they did was denied... democratically... by elected people...
      me personally, without too much conviction.. think she is at fault due to the lack of information.
      "all we wanted to do was some (insert good deed here)"
      would've been put as the headline, if it were something as such.

    Not just parish councils, but committees of every description (e.g. sports clubs) often have two people like the chairman and vice-chairman here. The first is someone who has held the position for years and treats it as his personal fiefdom; the second is his toady, who has made it his job to learn the rules by heart and use them to stifle any opposition (often by amending them to suit). Anyone who has come across this before will recognise these people and feel great sympathy for the indomitable, the formidable, the fantabulous Jackie Weaver.
    Those who get caught up in the question of whether she had the authority are missing the point.

      TLDR the "angry" people wanted to merge parish councils with another.
      the "not angry" people who the media is taking the side of, wanted to keep this parish council because they had better opportunities to claw at power there than if it were merged with another.

If she has been brought into facilitate (so is neutral, and isn’t taking sides, as indicated in the recording) then wasting time shouting and arguing points of authority isn’t useful.       No one is clear - she was presumably brought in due to the parish council not functioning properly and arranged the meeting at the request of a couple of councillors. So she was acting as an officer not an elected councillor - and then she proceeded to dethrone the elected Chair and Vice Chair without a vote. While the current Chair and Vice Chair seemed to be somewhat aggressive you can possibly understand why - as she was an unelected bureaucrat and they were 'elected' councillors. Doesn't excuse their rude behaviour though.

    The video doesn't answer the title question. Presumably if Jackie weaver is unelected and was there simply to aid as a meeting clerk, she shouldn't have the power to silence the chair or vice chair, let alone forcibly remove them from the room, which is what she did.

      Perhaps it's good evidence there are too many levels of government though. County and city councils are necessary, but parish councils rarely talk anything of any import. Waste of time and resources, and brings self important fools into important decisions.

    I've worked for local council. Everyone is just after getting whatever they can for themselves out of their budgets. Dodgy councillors, dodgy contractors all doing each other favours, and it's blatant. I worked for a shifty building contractor, that had nowhere near the resources to keep up with the amount of properties they were responsible for, and by the end they and the council were desperately trying to bury each other as chickens started coming home to roost. The council knew the situation, and appointed them because it they were cheap, and other arrangements 😉

    If the people who called the meeting did not have the authority to call a meeting of the Parish Council, then it was not actually a Parish Council Meeting. The people who possibly had the authority to start the meeting never did start it, it seems.

      the million dollar question, which of them are the power trippers? were those outbursts of intolerance, or frustration?
      considering the meetings were being held to CANCEL a merge with another parish council, i'd say the PERSONAL GAIN incentive doesnt lie with those who made "outbursts" but with those who were kicking them out of the call.

      From what I can gather, no. She was there to keep everyone civil it seems, which gave her no reason to speak out of turn when everyone was being perfectly civil, which is precisely what kicked everything off. It also seems this isn't the first time this has happened.

    Obviously not "hanging baskets, christmas lights or allottments"? Why was the chair refusing to let two councillors call a meeting in the first place? Does anyone understand how to report a story, instead of framing it in terms of reality TV?

      I went to the handforth parish council website & it does mention something that is interesting (though I obviously do not know if this is a part of the argument) "The most recent referrals relate to suggestions that some members of Handforth Parish Council have purported to take decisions that are plainly unlawful, and these decisions have resulted in expenditure of public funds.'

      @@twinny555 well from what the clip says she was there to facilitate ... well, she was constantly interrupted by the chair as she did her introduction, so we don't entirely know what her role was. As far as I know you can eject any member of the council from a meeting if they behave like that. Towards the end other councillors discussed allowing either chair or vice chairman ( after cool down?) But they said no. Not just on Jackie.

      The reason people think this is acceptable behaviour from the chair of the parish council is because they're not looking at the dispute from a biased, sexist, hatred filled, point-of-view, like you for example.

    I know there are laws that permit this taking control of councils like this, but I have to admit I don't know what they are. The interesting thing here is that being a zoom meeting, Ms. Weaver was able to "throw out" the cllr. at the push of a button. If this had been a normal face to face meeting, she would have had to call the police to remove the cllr from the meeting and it would have been so much more difficult.

    As far as I can see, two national television news organisations, Channel 4 and the BBC, have dedicated a moderately serious amount of airtime to report a spat between a pair of Parish councillors. Both seem to think that there is nothing more important happening in the world than a fight over piddling procedures between two complete non-entities. What's worse, both ask, "did she have the authority?" and yet neither answer that question.
    Interestingly, both receive funding from the television tax.
    Is there a link, we wonder?
