Nut is on the prop shaft not prop, so even though hub is spun, if it's in gear shaft will not move, so you can unscrew it. If hub is completely broken, holding the prop will not help :)
Does your thrust washer sit flush on the oil seal at the head of the prop shaft? Or is there some space. Currently replacing mine and having a hard time figuring out if the thrust washer doesn't fit, or if its just not supposed to go all the way up.

Best thing to use Dewalt DCF897B gun to unscrew that nut. I just hold prop with hand and unscrew it with gun

I believe it did sit flush but I can't recall 100%. My boat is currently at the dealer getting worked on so I can not check.

Did your outboard rev high in neutral?
When I hit the rock the engine reved as if it was in neutral but it was in gear.
Will that break it in neutral ?
It shouldn’t affect anything in neutral, since the propeller doesn’t turn when in neutral
