    The urban development reform schemes include modernisation of building bye-laws, transit-oriented development (TOD), allowing transferable development rights (TDR), preparation of local area plans and town planning schemes, creation of sponge cities by integrating blue and green infrastructure The ministry of housing and urban affairs (MoHUA) is in the process of finalising five urban development schemes for states to bring about a paradigm shift in urban planning as proposed in the Union Budget by finance minister Nirmala Sitharaman, officials aware of the development said on Saturday. “It will be an outcome-based incentive scheme or reform linked to the transfer of funds in which states will get the funds after implementation of the schemes. The proposals will be sent to the department of expenditure for consideration. If approved, the state government will be given an incentive for implementing these schemes,” said a senior ministry official. The Centre introduced the National Transit Oriented Development Policy in 2015, and many states and cities have formulated their TOD policy or are in the process of doing it. But the key challenge is its implementation, said another senior official. The method is already in use in cities such as Mumbai, Hyderabad and Ahmedabad. The Delhi Development Authority has proposed a TDR policy in the draft Master Plan of Delhi-2041. The policy can be used for various purposes like heritage conservation, slum redevelopment, providing essential infrastructure in congested or urbanised areas etc. Officials said there is a need to modernise the building bye-laws and also make the plan sanctioning process completely online. “Apart from modernising the bye-laws, it is also important for cities to prepare local area plans and town planning schemes for planned development of the area and to provide essential social and civic infrastructure. A large number of cities don’t have local area plans despite a provision in its master plan,” said a senior official.

    Planned cities are great. I just hope they plan for humans and not cars. Amsterdam and not Los Angeles 🙌🏼

    Indian government need to focus more on public transit and cleaning rather then roads.

    As a kid in Chennai every home had garden and trees. Today there is rampant construction with no space or height limits. It is going on with the support of the govt in power and people are putting all their black money into construction as they can not use it to buy land anymore.

    We already have all the laws, Town Plans but what about Babu Builder and Politician Nexus . They are good at finding way around every law.

    We are good in making plans and policies and bad in implementing them , everyone knows recently the flooding that happened in Bangalore was because of corruption in BBMP which is supposed to regulate construction & encroachments. We need someone like Nitin Gandkari sir to change the overall work culture of these organisation which oversee implementation of govt policies and vision, until people are held accountable nothing will change. He has made NHAI quite competent to execute big projects in past few years.

    Really hope our tier 1 cities like Bengaluru, Mumbai, Delhi, Gurgaon, Noida, Hyderabad, Chennai, Kolkata, Ahmedabad, Kochi and Pune become as developed as those in western Europe and look like those in China or Japan in the next 15 years and our 2nd and 3rd tier cities will be like those China, I think this policy will help a lot in this process.

    It is all our fault. We don´t respect and obey the rules and we don´t care for the others. Look at our traffic in any cities. Everyone is driving according to his own rules. Nobody respect the lanes and all the times driving crazy by blowing the horns like insane . Look at the dirtiness and cleanliness of our cities , garbages are everywhere together with animals like cows, dogs, cats, crows, monkeys.......

    TDR is an excellent way of reducing the cost of acquisition of land amd other constuction areas which need to be acquired for the development of a particular area

    Signature bridge delhi cost 1600 crore , there is a inclined lift by which people can go to 165 m high above bridge ( highest structure in Delhi) but now regulating authorisation not allowing lift , because it doesn't meet regulations , it is at inclined angle , can't they discussed this before making bridge, and designing team should also think about regulations before wasting so much money. If 2 lift starts today bridge will re earn it cost by selling tickets in few years, and there is a small restraunt also up there, if engineers may build simple bridge it will cost 300-400 crore and may not take 8 years . By wasting so much money, so much time still regulating authority not allowing lift, if they did proper coordination before bridge construction it will save very things, and same type of bridge with same type of lift that what india copied from Denmark allowed both lifts and restraunt

    We should copy or follow Armstardam city must. The people who lives in US cities or London type of cities , they always discuss how beautifully Armstardam is designed and how bad their own city is.

    It's not about only law & order,the process of making infrastructure projects is very slow in India,it will take forever... Discipline culture is very important for country like India & there's a little problem called Corruption.

    Can you make a video on how most Chinese cities are planned but Indian cities are not. Because both countries have had ancient cities.

    This is a step in the right direction. Just as an example, in Basel Switzerland very few people own cars and most own bicycles, even though they can afford to buy expensive Mercedes cars. Why? Not out of goodwill, but because one can travel faster by bicycle than by car. Amsterdam is another great city to learn from.
