    India is so bad at planning cities because we have no ‘one’ effective, central urbanisation plan at all. We do not have state-level urbanisation plans either. And till recently, we did not even have effective, functional district level comprehensive urbanisation plans. Though there have been ministries and departments, but their power to make deep dents in the system was negligible.
    It has now become a torism that Indian cities are poorly planned and governed. Plans do not have complete sway over our cities since they are constantly violated and a significant section of the urban population lives outside “planned” neighbourhoods. Nevertheless, the state religiously performs the ritual of master planning every 10 or 20 years
    The Urban Land Ceiling Act was a law in India, that was passed in 1976. The stated purpose of the law is "bringing about an equitable distribution of land in urban agglomerations to subserve the common good."Consequences[edit] In a real world scenario, monopoly of land can take place when people, entities and corporate companies, with access to huge capital can occupy vast tracts of land, hoard it, make it scarce and use this scarcity to control demand - supply of land However this is problem is compounded due to the fact that governments from 1992 till today refused to develop lands quickly based on growth and demand, much like Germany where timely development of land and releasing it to public allowed land to be affordable.[citation needed] The Act was repealed by Urban Land (Ceiling & Regulation) Repeal Act, 1999. The repeal Act had in-built commencement date on 11 January 1999, vide section , for Haryana, Punjab and the union territories. For other states, it was left to the state legislatures to decide the date of commencement. Accordingly, it has been implemented on 28 November 2007 in Maharashtra[2] and 30 March 1999 in Gujarat.The repeal Act has been adopted in all states except Andhra Pradesh, Assam, Bihar and West Bengal.This act was repealed in November 2007 in the state of Maharashtra. The repeal was a pre-condition to the state government with a grant under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), to be used for major infrastructure development projects (like the Mumbai Trans Harbour Link, the Mumbai Metro Project, the Bandra-Worli, the Worli-Nariman Point sealink and the Mumbai Urban Transport Project-II). However, there is still considerable confusion in the process required for the clearance of land for buildings; the repeal has not had much impact on the ground. The Maharashtra Government has purchased large tracts of land under provisions of this act, to be used to provide low-cost housing to the common people. However, this land continues to lie vacant.

    in KOLKATA we can see the RJARHAT NEWTOWN AREA is so much planned and developed. It was Made by HIDCO. if private players and govertment works together we can make indian cities great again. One big problem i have seen personally that no one follows the road marks or guidlines while driving, lanes are not followed at all.

      In Mumbai as well, there is a section called Navi Mumbai which was developed by CIDCO. It has high rise buildings, wide highways and well planned nodes. It also managed to be in top 10 cleanest cities in India for 3 consecutive years at 3rd position.

      @@RohanSingh-bl2sq I have lived in Navi Mumbai and loved it so much more than main Mumbai. Clean, wide streets, ample greenery, parks, reserved marshlands, no garbage lying on the streets, and one more thing - does not smell of fish everywhere as in Mumbai.

      Government workers, staffs and engineers can also make indian cities more planned than any other foreign cities but the main problem in India is corruption where the person who takes tendor to the low level workers are all corrupt •Whereas, the workers of the private companies are not so corrupt because of the hard regulations implemented on the workers and other persons•
      You might have heard that majority of the people wants to do government jobs because of easy rules given to workers and officers॰And due to this careless rules workers are being corrupt and careless whereas the workers of the private companies are not•

    India has always been unfriendly to private entrepreneurs. Take for example, the recent bashing of Adani and Ambani during the farmer protest. Some people and organizations were bashing industrialists. It feels like making money is a sin, even if these people bring jobs, money, and technology to us.

      Why are you not looking forward to using buses? This is what happens, roads are widened, which makes them attractive to private vehicle drivers, who drive more vehicles, and thus traffic increases again. This is called induced demand phenomenon. Road widening cannot solve traffic issue for long time. The solution is to have good public transport.

      That's bad. We don't need car dependent cities. Why do we not learn from the mistakes made by the western countries such as US or candada. They have shit urban planning for mist places. We just copy idiotically and not from the places like Melbourne, European cities which are actually livable. 2 lanes are more than enough We don't need urban sprawl. We need better connectivity and public transport to reduce the dependency on Cars and provide more public spaces.

      Indeed,public friendly spaces and streets connected with public transportation is the future of cities,
      A perfect mix of the Old and New urban design to accommodate far greater residential and commercial efficiency all the while ensuring the beauty,ease of transportation,health and social health & lifestyle of the city.
      Ofcourse roads are still essential within cities for public transportation and goods,but the reliance of the common person on personal vehicles to go anywhere within the city should be reduced.
      It's how they should be promoted from now onwards.

      Exactly. Just like in company office campuses. Only public transport buses should be allowed in such areas which will drop passengers to nearby public transport (metros, locals, RRTS) or parking where people who want to visit such areas can park their private cars. Such places with pedestrian friendly roads and shops and workplaces would be an awesome place to live.

    I have seen that a lot of Indian cities have wide enough roads but 50% of that is covered with two wheelers , cars and stalls. Parking space is almost non existence

      We don't need wide roads fgs. We need public transportation and reduce rldependence on Cars. The more you increase the width of the roads the more Cars you are allowing to flood it - it's never gonna end. We need livable city, with multiple purpose zones and pedestrian friendly roads. We need to make spaces for public activities, for people NOT for Cars. US suburbs are shit. I have live in Australia and US and have been tp Hongkong. The best and most happening places in theae countries are where you can move around cities without Cars and all necessities are accessible within 15 minutes like a hospital, supermarket or a school and parts that are very well connected with efficient public transport.

    This was just about Urban Land ceiling act.
    Land ceiling act was also applied to agricultural areas. And it not only stopped people from buying big plots of agricultural land, it also redistributed the big plots from landowners to the farmers working on them. This resulted into farms being converted in small patches in the hands of poor farmers who lacked enough capital and land to properly cultivate it. After a generation, even these already small patches would be divided among farmer's children.
    This had a big part in creating today's sorry picture of agricultural sector of India that we see today.

And bus conductor packs people in bus like cattles , until the bus stops working from the weight of passengers

One major advantage of Urban Dev is we can slowdown the brain drain from the country as most ppl leave due to lack of infra & opportunities in cities which can be cured by improving Urban infra as by that more & more it will propel Economic activity

    It's actually true, if you see clips from Mumbai, Kolkata, Delhi from around the time of Independence, you will immediately notice how nice and clean the streets look almost European in that sense, and with streecars/tram lines they even look more modern somehow. Even I was shocked to see this cause I only expected to see chronic poverty. But that was not really the case but then most of these clips I saw were from a youtube channel named British Pathe, so yeah... however it might be that back then only the more privileged came to these cities and the rest of the population resided in the villages.

    Roads laid in cities are also of bad quality. I stay in Hyderabad. In prime areas like Financial District and Hitech city, roads are not of good quality expected in such areas. We can understand the quality of the road just by seeing it. Seriously, the road leading to my grandma's village is of better quality. And, roads are laid layer upon layer every 5 years that the road level keeps rising and rising. They should dig some depth atleast in such prime economic centers before laying new layer of road! If roads get destroyed before their expected lifetime- the contractors who built it should be named and shamed openly. And, speed brakes after speed breakers after speed breakers....🤦

    Pune has already adopted one way system and really it is a good option for ctities in India. So you can have larger footpaths,tress planted and still ample of space for vehiches to travel. Also we have an odd even parking system so on even days like 2,4,6,8 you will park on left side of roads and on odd days like 1,3,5,7,9 you will park on right side. This has made Pune city look more beautiful as well as even traffice problem is reduced.

    Exactly. Just like in company office campuses. Only public transport buses should be allowed in such areas which will drop passengers to nearby public transport (metros, locals, RRTS) or parking where people who want to visit such areas can park their private cars. Such places with pedestrian friendly roads and shops and workplaces would be an awesome place to live.

      Traffic is a very huge issue in American cities. The major flaw in American cities is interstate expressway and highways pass through cities instead of alternate Ring Road system. This makes traffic congestion extremely bad. Same problem is present in many Indian cities.

    7:03 as an urban planner, we already have 100+ of planners passing out every year from IIT itself. But for Planning we have colleges called "School of Planning and Architecture" which are much better than IITs for urban planning. 30+ colleges teach planning all over India and it's a growing field.
    The problem is, companies hire civil engineers and architects to plan our cities - something they're both clueless about.

    I dont think anyone can replan Mumbai. Its the most unplanned city. Like so bad! Thry see an empty piece of land they start constructing a building there. It looks so bad and congested. I have been to NYC and there they have lot of buildings too but it looks so well planned and dosent look congested at all. I know Mumbais population is way more than of NYC but still it looks like no efforts are made to plan construction in Mumbai. Even the bmc buildings they are building for the people of slum. OMG! they look so bad! and also what is up with people drying clothes on the window! why arent ruled made for that, it looks so bad!

    Overplanning and over-zoning is also a problem. Most US towns are over zoned and one cannot find a corner store for MILES. But, yes, we need to really buck up.

    the neighbouring house in my colony has constructed their gate at least 3 metres ahead of their land and because of them the road has become conjusted it was much wider before

    We should plan like Europe not America. America has a declining infrastructure with a car dependent system. In a country with a population like India, car dependence is simply unsustainable, we should strive for better public transport

    In my city people dont have a common parking space so everyone parks their car/bikes on foot path and then ppl walk on roads due to which traffic increses.

    A major intrinsic argument in this video is that the poor planning of Indians is because of the "Urban land ceiling act" because that did not allow the private players to develop "Planned" infra. That may be a biased view. Take Gurugram for example. Arguable a very developed city where the Urban Land ceiling act was not a problem, but still that city is infested with a lot of planning challenges. Within the builder-developed land pieces, the planning is phenomenal but the city infra right outside that township is still very poor. While reasons for that may be many, it is sure not the Land ceiling act. The same is the case with Bangalore. To date, the planning there is in a pathetic state. And I am not talking about the old city area. The newer areas being planned in the outer regions still face the same issues.

    Converting all major cities is not possible because of over population and living standards (rich &medium,poor)are not same so it's seems impossible but it's possible in separate areas

    While what you said is 100% correct but i also understand the reasoning behind the law. If rich builders brought up all the land, established their buildings and huge projects, most poor and middle class people wouldn't be able to afford them. Instead we got smaller buildings and apartments, which most people can afford.

    India isn't the only democracy in the world. Duniya ke bahut saare democratic countries ne apne cities mein drastic transformations kar ke dikhaya hai, that's why they are ahead. Humare desh mein problem ye hai ki hum ANARCHY ko bhi democracy samjhte hain! One of the latest victims of it is Line 3 of Mumbai Metro!

    Systematic Planning, Good infrastructure and basic amenities is not the core issue. Most important issue is population per square kilometers. IF today India population is about 40 to 50 core,then imagine how much prosperous and rich each citizen would be.

    In old cities, replanning and reorganization is very difficult, time consuming and costly.
    It's better to construct new planned cities nearby old cities to shift the population and activity ( business / services etc ) load.
    Automatically population of old cities will reduce and then reorganization of those old cities will be easier and cheaper.

    As Indian Citizens, we should focus on increasing the Human Development Index. Urbanization is easy when the quality of the population improves. India is still suffering from public littering. However, many urban areas are as clean as those in the first world countries. Education Sector of our country needs investment and talented human resource.

    Further, each system is unique , we should never compare with the countries where population, culture and poverty levels differ. What can be done is that further encroachment can be curbed, the already existing pattern can be bettered by creating more sewage network, water connectivity and transitional camps for the moving population such as labourers.

    Next, we do not want wide roads which increases private vehicles .. whereas we only want better connectivity with medium sized roads. This can be done by increasing public transport not only bus metro but also govt taxis and govt autos at ceiling rates.

    Indian cities can be replanned in a way that a new neighborhood should be planned and developed than people from old neighborhood should be moved that newly built neighborhood and the old vacated neighborhood should be demolished and rebuilt and so on. Heritage sites and Historic landmarks should be preserved.
