I agree with Belle. In my opinion Ursula is one of the least evil villains of 1990s Disney, especially in terms of what she does. Scar killed his brother and attempted to kill his nephew. Judge Frollo killed the Hunchback’s mother, nearly threw him down a well when he was an infant, sexually assaulted Esmeralda, tried to burn her alive because she wouldn’t marry him, AND burned down half of Paris just to find her. Ursula manipulates people but she’s not half as bad as those two.

I just want to put my favourite often forgotten villain from Lion King 2 here, and that's Zira, as she vilingly "sacrifised" her own son and turned him into a living weapon for her revenge and her song with one of the darkest, crepiest lyrics is called "My Lullaby"... On the other hand Ursula even warned Ariel that she will get what she was promised. Let's say Ursula was a great trickster, used a teenage in her plan, but not the eviliest. I would say on of the best manipulators and mastermind.
I'd say Dr Facilier has one of the darkest implications; he must've been doing that biz for years, stealing tons of souls and gifting them to the underworld.
