Why the U.S. is Concerned About China and Cambodia's Ream Naval Base | Taiwan Talks EP391

  • U.S. Secretary of Defense Lloyd Austin recently paid a surprise visit to Cambodia in a bid to restart military exercises that were halted in 2017 by Phnom Penh. How will Beijing’s closest ally in Southeast Asia respond? And can Washington overcome deep suspicions of Phnom Penh’s strengthening relationship with China, including over an alleged Chinese naval base in the country, as well as Cambodia’s human rights abuses. Why is the U.S. so concerned about a Chinese military outpost at Ream naval base? And what does its location enable Beijing to do in the South China Sea?
    Our guests are:
    Liou To-hai
    - Adjunct distinguished professor, National Chengchi University College of International Affairs
    Vincent Chao
    - Taipei City councilor (DPP) and former political head of the Taipei Economic and Cultural Office in Washington

Cambodia 🇰🇭 allowing China to develop the Ream naval base has upset the US and allies.
Neighbors are also worried it will give Beijing a new outpost near the South China Sea where China has been illegally and aggressively acting.

Cambodia always try to be self sufficient and independence from Vietnam meddling and infiltration. Cambodia is in a very difficult place to balance its relationships with everyone while has to develop the country. China seems to be the one that is willing to do both in terms of investing and depending their relationship. Others just mostly talk and criticize Cambodia for overly weighted on the China side.

A U.S military base in Philippine should be a concern to all ASEAN as well. Not just exclusively China. And beside, the U.S has more base in Asia/Pacific regions when compared to China. So we all should worried more about the U.S base, then China.

Lol NO, what you said is false equivalency. why? because The US isn't claiming anything in South China Sea, their only interest is freedom of navigation where the world literally benefits. China though? it's a different story, they have a stake as they try to conquer the entire South China Sea even those within the EEZs of some maritime Southeast Asian Nations.
Actually, it's worse for Cambodia as well. They know very well that China is claiming territories and EEZ belonging to the likes of The Philippines, Vietnam, Malaysia, Indonesia, and Brunei. What Cambodia did is basically a backstab against its ASEAN neighbors.

The presence of the US is less volatile for ASEAN than China having a military presence in ASEAN. To put it simply, the US is only countering China, Russia, and North Korea in the Far East. China on the other hand is literally countering Japan, South Korea, the US, Australia, The Philippines, Vietnam, Malaysia, Brunei, Indonesia, and India. The majority of pacific nations in the east.

It will then be able to challenge Malaysia, Brunei, and Indonesia like what China's doing with the Philippines and Vietnam. The US is continuing with its strategy to keep Asia poor and divided. This policy was articulated in the top-secret U.S. Foreign Policy written 76 years ago.
    February 24, 1948, Declassified U.S. Foreign Policy:
Furthermore, we have about 50% of the world’s wealth but only 6.3% of its population. This disparity is particularly great as between ourselves and the peoples of Asia. In this situation, we cannot fail to be the object of envy and resentment. Our real task in the coming period is to devise a pattern of relationships which will permit us to maintain this position of disparity without positive detriment to our national security. ... that Japan and the Philippines will be found to be the corner-stones of such a Pacific security system and that if we can contrive to retain effective control over these areas there can be no serious threat to our security from the East within our time.
Taiwan was added to the Pacific security system after Chiang's army retreated to the island of Taiwan in 1949. South Korea was added after the Korean War in 1953. The attempt with Vietnam, Laos, and Cambodia was abandoned in 1975. The 1989 attempt in China failed. The 2019-2020 attempt in Hong Kong also failed.
The 'Arsenal of Democracy' produces 40 percent of the world's weapons. It is a very profitable business model in which other countries buy these weapons to fight each other. The key is maximizing profits without shedding US blood by inducing conflicts between and within countries outside the USA. One client is eager to spend AUD 368 billion to buy a few high-quality used nuclear-powered submarines. This business model's critical components are NATO, QUAD, ANZUS, Five Eyes, AUKUS, and MCC (Mutual Cross-Service Agreement).
The US makes the rules, and the US and their friends do not have to follow them. Since WWII, the United States has started 201 wars, overthrew 36 foreign leaders, killed or attempted to kill 50, dropped bombs in 30 countries, and interfered in 86 foreign elections. To make the world safe for democracy, the US has caused the deaths of tens of millions of people in its conflicts in Korea, Vietnam, Yugoslavia, Iraq, Afghanistan, Libya, and Syria. The CIA was involved in covert operations that resulted in mass killings of communists in over 22 countries, 500,000 to 2,000,000 Indonesian civilians disappeared in 1965-1966.
US treatment of Asians in the last hundred years:
Philippine-American War: 200,000 to 1,000,000 Filipino civilian deaths
Korean War: 2-3 million civilian deaths
Vietnam War: 2 million civilian deaths
Indonesia 1965-66: 500,000 to 2,000,000 civilians disappeared, instigated by the CIA.

Do not forget history: for a long time Cambodia was aligned with the West but a Communist coup led by Pol Pot caused the biggest disaster in the history of the country: on third of the population died because of the terrorist policy of Khmer Rouge. It took help from Vietnam to bring an end to this nightmare, but Vietnam too is a totalitarian Socialist country so that democracy has never really been restored in Cambodia and it still affects the country. There can be no doubt that only by restoring democracy fully in the country Cambodia can be re-integrated in the Western world again, and even the present government is aware of this. It is simply postponing the inevitable in order to remain in power as long as possible, since it fears the judgement of the people (which is telling in itself).

The professor’s comments are balanced and reflect the reality of Southeast Asian countries, in this case Cambodia. For Southeast Asian countries they cannot avoid being engaged with China. China is the 2nd largest economy in the world and is the factory of the world. ASEAN is the largest trading partner of China. Without China support and investment in building infrastructure, Cambodia’s progress would be slower and smaller. No country can match China’s ability to build infrastructure in terms of time and costs. Cambodia wants relationships with all countries that can help it grow, including the US. Cambodia is still poor.
With the Ream Naval Base and the canal, I personally do not think that they are deep and big enough for Chinese ships. Also, they are not in strategic locations relative to other Chinese bases. Why can’t the canal and naval base be simply for the benefits of Kampuchea? They are exaggerated concerns.

Vincent Chao uses words that has a lot of negative connotation toward Cambodia. A lot of the info he says is not true, such as flooding, people will be impact by the canal, military application ect... Actually with the canal, there will be a better control of water, thus, it's better use of water and no flooding to Vietnam and the people living there. The canal is 180 km long but the excavating part is much less because this canal is dugg on an ancient Funan canal and most of it, is already waterways. As far as military application, the depth of the canal is only 5 meters so large military ships will not be able to navigate. Cambodia needs to improve its infrastructure to lower cost of doing business, thus, enhance our economic development. It can't stay the way it is and be competitive. We can't depend on Vietnam for our economic growth or what Vietnam will charge us and wait shipping to be cleared. It doesn't make the economic sense.

One thing that Cambodia and China must acknowledge with out an equivalent of NATO Article 5, China bases on foreign soil create great targets, as the host country is weak, and the targets are isolated- out of country. The things that make US foreword deployed forces effective are 1, the overwhelming combined firepower to respond globally, and 2, that forward deployed host sites are very numerous and seen as landing pads for exceptionally mobile forces such as the U.S. Marines. Covering the full amount of Philippines bases that are being systemized for US deployment takes a prohibitive amount of assets when one can’t determine which ones are actually active in force projection. The Marines have 9 ESGs that are unmatched in number and fire power.
