When the expansion Browns franchise was put up for bid by the NFL trust account in 1998, it was Al Lerner who won the bid and purchased the team. He was a 49% shareholder of the original Browns with Art Model from 1991-95. He recruited two people to be immediately part of building the new franchise - former 49ers director of player personnel Carmen Policy, and a certain #19 quarterback. Yes, for the first few months after Lerner purchased the expansion Browns in September of 1998, Bernie was actually with Lerner and Policy. Want to know something even more bonkers? Bernie SERIOUSLY suggested that Lerner hire Bill Belichick for the expansion Browns head coach and GM for the 1999 season. By 1998 Bernie and Bill had sat down with each other, cleared the air, and were now at least able to talk to each other. At the time Bill was def. coordinator for the Jets under Parcells. Bernie knew Bill was intelligent and could build a winner, in actuality he was doing it in Cleveland - the team he took over in 1991 had gone 3-13 in 1990, then for the 1994 season they were 11-5 and beat Parcells' Patriots in the Wild Card. For some inexplicable reason, and no one knows exactly why, nor did Bernie mention why in his book, Lerner either fired Bernie or Bernie quit, and Lerner/Policy hired Dwight Clark as the GM and Chris Palmer as the head coach......... and the misery of the expansion-era Browns began. Meanwhile, that Patriots franchise hired Bill Belichick in 2001 and the rest is history.
With that front office even belichick couldn’t have won. It was all done in a hurry and it showed and still shows to this day. I wish the league took its time getting a team back in Cleveland

Let him pick the front office, personel, and of course the roster. That's essentially what Kraft did in New England.
