Tendon strength is an important concept here, the guy up top probably practised a long time to exercise and grow hos tendons, allowing for more elasticity, explositivity and fast power. He also looks like he is using his whole body by adjusting the hips and his toe positioning to make the body flow better and allow for the transfer of energy to be more efficient. Finally by focusing the angle and the physics of the skill, the guy is tryning to minimize surface area of his punch just like poking it with a sharp object, the guy on top if using his pinkie knuckle which is the smallest knuckle. Overall the movement needs to have the fist making a small area of inital contact with the paper, with all the force of the hips and ankle rotate and the muscular force of the arm for the explosive fast power to pierce throguh the pap er.

Edit: two things I remembered/observed; 1)you are loose too until just beyond your target; lots of people tense their arm muscles so the power comes from their shoulder and has your body weight behind it, wheres Wing Chun is loose body, twitch, and tense just after striking the opponent... 2) the guy in the top frame is holding the paper at the top so it is straight... there is of course a little trick/technique to it... in the bottom frame, the paper is bent over from the top of the bar so it already has a bend stress on it... if it was cellotaped straight dangling from the bottom of the bar it would be considerably easier to tear.... It doesn't need to be held taught, but the mere fact that it is straight and has to overcome this bending momentumy type effect makes it easier to achieve. Funny story, a m8 of mine knocked out Father Christmas with the very move I described above; travelling through the mall, Santa was stood next to a pillar, ringing his donation bell.. My m8 walks past the pillar, just as Santa goes to ring the bell in our direction and my m8 just reacted (flinched) as his muscle memory had been trained to do, left fist in Santa's bell-ringing bicep, right fist cricket ball to the face, Santa out for the count. No friend, it can be done, long time a go, when I was really into wing chun it was really easy for me to do it almost with out preparation, mainly how to align the pinky knuckle to 90 degrees with the sheet, actually when you get the trick is pretty easy.

Take out a spirit level and just practice holding your arm perfectly perpendicular to the paper first. Once you've got that down, align your wrist so it's got full support from the entire arm behind it, and throw in your bodyweight through the shoulder like he does there. He punches as well as spins. All that matters at the point of impact with that paper is how much acceleration you gained and how much weight is behind that acceleration F = m*a. Your goal is to make F so damn high that the shear stress of the paper is exceeded before it even has the time to bend. Aligning your arm properly makes it so the weight transfers better, the technique makes it so your accelerations get faster in that short distance.
The paper needs to be flatter and going straight down, you need to align your wrist with your arm so it's straight to get an evenly 4 nuckle hit and then it's speed like you're going through the paper to hit someone standing behind it.
