    As an ex-IPS officer, probably the most common question I get is why the police is so corrupt. In this video I try to do a detailed and logical analysis.
    This video is for a concerned citizen but will also be of interest to people preparing for the Civil Services.

      Main issue toh aapne bataya hi nahin...that is "hafta"...in the 60s and 70s criminals ...bhais used to collect hafta...but now a days police iz collecting hafta...the most burning example- in Mumbai, sachin waje ...
      Even in Delhi also...the beat constables are nothing but local gundas , collecting regular hafta from street vendor....fixing their spot... even from legitimate established businesses.....
      the money goes all the way to the top...each and every officer gets a share...its like a parallel taxation system...
      Even during lockdown, these heartless fellows have no mercy...they beatup mercilessly those poor vegetable vendors who sell on the street and who are unable to pay them ...and no amount of complaint to senior officers....even to ..sp..DIG level officers get any relief from these heartless goons. They all are in it.
      My suggestion is stop paying salary to police officers ...why waste govt money in salary when they already have their own taxation system and making their own income directly from public...

      Bhai hamare yaha sala har koi ladka police me recruit hona chahta hai. Matlab joining se pehle hi uske dimag me corruption kaha se hoga kese hoga, kya kre taki ACB wale pakad n sake ye sab soch ke rakhte hai. Aap dekhiye abho hal me hi recruit hui ladki PSI shweta jadeja 30 lakh ki rishvat lete hue pakdi gai. Sali 26 saal ki ladki agar rishvat legi to sochiye hamare desh ke majority Young ke mind me kya chal raha hoga. Sala sabko short cut chahiye kamane ka

      Most Civil Service officials are corrupt. I am from Indore and we have neighbors that are filthy rich, have 10000x times more money than us, but they are not nice people. In this covid environment they are literally doing wedding in their big ass bungalow next to us and have blocked our street basically and create a ruckus at night everyday. I just saw some government cars, with those lights and also saw a policeman at night today. Those cars had some govt. big shot probably. It pisses me off because our neighbors act like bahubali , are breaking laws but I know nothing can be done. The whole police system from top to bottom is corrupt period.

    कभी कभी या अक्सर नही, सर जी नही देना चाहे पर वो दबाव बना कर मांगते है, सारे पुलिस कर्मी, थाने में तो अधिकारी ही प्रमोट करतेहै , यदि उनका काम हो तो सब फ्री में हो यही चाहते हैं, फिर मुफ्त की खाने की आदत हो जाती है। एक अलग विभाग होना चाहिए जहां केवल पुलिस वालों की शिकायत निष्पक्ष और कड़ाई से होनी चाहिए

    In short, reasons for corruption in police:
    1. Unbridled power (carrying on legacy of colonial police state), huge amount of discretion in their work (filing a case, which IPC sections to slap, whom to accuse or leave during chargesheet, investigation materials to record or leave, etc) and a general perception of fear in public regarding police (since we are not a public service oriented society but a law enforcement cum police state)
    2. Monopoly of police: They are the sole gundas, even departments to curb corruption have same police officers (e.g. vigilance deptt)
    3. Corruption in society and our psyche: we welcome richness even when we know it has been earned through dishonest means
    4. Poverty in country: Poor developing countries always go through this phase of corruption (e.g. China last decade or USA in 1920/30s)
    5. Lack of funds for miscellaneous activities for police stations and SHOs
    6. Lack of enough salary for their overburdened work. They work 24x7 not 7/8 hours 5/6 days a week like most of us. How can a family of a Sub Inspector be expected to run a family with his meagre salary when he's expected by the same society to maintain some living standards .
    And the baap of all:
    1. Police-politician-criminal nexus
    2. Political corruption in India (or any democracy which depends on big money and muscle power to win elections)

    Listen to this - there was a robbery in my house around 5 years ago. My parents who are over 70yrs old were present at home. The police came told my father that if you want to file fir then it's ok, but see you are very old you have to come to court appear on hearings run after lawyers u will not be able to face it. My father was afraid on hearing this. He is also a cardiac patient. So saying they left didn't even filed a diary.
    Now see my friends when the police is discouraging old people like this who will they look to for security. If any mishap happens police will clearly not take any responsibility. We are basically wasting our taxes as per police protection is required.

      This is the system's fault not police. He was actually telling the reality. The question is who made these types of insensitive rules. IPC and CRPC is written by Britishers. Till date we are following those rules. Secondly the judicial superemacy is in the whole scenario. As the Constitution assembly who wrote constitution of India has dominance of lawers or person related to judiciary system.Indian constution consists of 70 percent from Britishers 1935 constution.They made the
      Constitution by giving upper hand to judiciary. The check and balance system is so loosely defined that it because next to impossible To punish the culprits. To understand all this one need to study the history of constution and IPC and CRPC. One more thing you cannot say anything that is against judiciary otherwise court can thake self cognigence and have powers to sent you jail in contempt of court for 6 months. This is democracy my brother. By the way this is not related to any political party but related to the overall sytem. One always put all blames to politicians. But my friend think again. R u living in a real democracy..Everyone just blames to others if he starts follow rules and regulations at the place where he is slowly this will spread. Think all the corrupt person were actually corrupt from childhood or their parents thought them corruption.The become corrupt when the came into service or post where the can influence something to make money.It is a long fight but everyone has to try. A small step will contribute to a big change in system. 😃😃😃

    Thank you Sir. A common man does have a fair guess of what all you have exposed here. But, now that you have pointed out them, we do understand the malpractices and appreciate the helplessness of the Police Machinery to plug the loopholes.
    What is unpalatable for many of us is, despite being well aware of these unethical practices, why doesn't the ones in governance effect corrections for ever!

    Sir, The simple answer for your last sentence is remove the Nexus of police, politician and prosecutor and Paapee. If you can ? Perhaps no one can do it, no one wants to do it.
    Perhaps Indian judicial system is responsible for the same, only motto for the same is, it looks like justice is being done not justice is DONE.

    I appreciate your views on corruption in police department .In my views if the senior officers are fair and have knowledge of the concerned laws, the corruption at lower levels may be reduced . Accountability of Investigating officers be fixed and besides the basic facilities should also be provided to the operational staff .

    सर सबसे बडा इश्यू ये है की बडे ऑफिसर ही सबसे ज्यादा corrupt है खाली कुछ एक दो के अलावा और सर सब के सब कर्मचारी corrupt है ऐसा भी नही है सबको पैसा नही
    मिलता और बहुत ऐसे भी है नोकरी जाने के डर से पैसे नही लेते है

    I want to state one instant of my life. While working as dy.station manager at Wardha I received a msg for providing various items in DRM spl which was about to pass my station. The total cost of the itna was around rs500.00 that time. The catering manager came to me and stated that he will have pay from his salary which was not even rs 500 that time. I told him to prepare a bill for this. When all the items were loaded into the carriage I presented the bill and pay the amount. On this they stated that this is for DRM I told them if you do not pay I will personally present the bill to DRM myself. Hearing this they returned all the items back. One thing I knew that while leaving the main station the carriage is loaded with. all required items then and there only. But no body dares to what I have done.

    It's easy for an ex-officer to give a lecture on corruption. During the tenure of their service, these officers are mere spectators (cog in the machine). When they have chance to fix these things , they crib about service and structural conditions.
    Either they should clearly admit that they are mere puppets and can't change the system or they should do, what they can, during the service period. No point in giving gyan after retirement/resignation.
    Not up for dual standards.

      Instead of putting everyone in same bucket as responsible citizens we need to show same girt & courage to stand with such exceptional officers ... One person cannot change the system, when as he rightly said, our society itself has given acceptance to corruption.. You tell me will you pay traffic challan for full amount or try to bribe the constable by paying few 200-300 hundred rupees?

      State police service ka naam suna hai?? They too are class A gazzetted officers ie DSP rank. Even a sub inspector is a graduate. Real policing is done by lower rank officers like Sub Inspectors and inspectors. The case diary written by them is used upto Supreme Court hearings. The IPS officers are just like managers. They only manage man power through phone from A/C office.They don't face public much. They rarely take up cases.

    Thankyou for the insight. I am a salaried Pvt sector person so you can imagine have only hard earned money and no illigal work but still when I travel anywhere I fear more from police(Police, RPF etc.) Than a criminal because I know I can speak with criminal and maybe deal with him but for sure if a police person stop me I will definitely loose minimum 200-500 for no cause and it has happened multiple time.

However, if you want to remain straight there are other kinds of pressures in government departments like not getting support of your peers and superiors, the perpetual Damocles' sword of tough postings hanging over your head etc. This also happens due to the underlying motto among the corrupt that 'If you are not with us then you are against us'

    This is such an underrated video and an underrated subject. Let me share my experience on 2nd april thanks to the medias communal reporting my younger brother along with few other youth from the village went to the house of a Muslim family as there were rumours about some guest in their house hailing from Tablighi Jamat Markaz New Delhi. While they were enquiring which i say they shouldn’t have done at first place they got into an argument with the family and their neighbours get into a fight with them. My younger brother returned along with other thinking that it was over. But they made a PCR call and police arrived. Fir was lodged against many youth who are in their teen age. Section 307 attempt to murder along with that theft and assaulting the ladies were also charged against them including attempt to rape. We were scared like hell. In the morning entire village set down and amicably resolved the issue and requested complainant to withdraw the complaint. When families reached Police Station they refused to do the same. They asked for bribe 2 lakh rupees. Eventually after little bargain the matter was settled with 45000 rupees bribe. But since than my trust in our legal system is shaken like hell. For what my brother did by going at their place and enquiring was absolutely senseless and for that whatever punishment he deserves i am all the way willing but what cops did with us has shaken my confidence in them. Its such a helpless situation. From that day i strongly feel something need to be done to reform this system. This incident has shaken me with this constant sense of insecurity that there is no place just fair and transparent inquiry in this country. Is there any light at the end of this tunnel when honest and accessible officers like Rajan Sir are quitting the system. I see no light 🙁

      Lokpal Singh bro though I appreciate your concern about me n my family but please dont add communal angle to it. It has nothing to do with that Muslim family. It was that particular corrupt IO who pounced upon this case looking it as an opportunity to grill us and make money. The very next morning issue as it was a minor one was settled with the Muslim family no hard feelings against them. It is the corruption in the system which is our biggest victim. Here i would like to raise one more point the helplessness which we went through after this ordeal made me realise how despondent one community can feel if system has prejudices so our fight should be to ensure a fair and transparent system. It is in interest of all of us Indians.

      Sir thanks to your guidance i went ahead and lodged a formal complaint against those officers. For initial couple of days i was anxious and jittery after lodging complaint. But today morning as i received the news that official has been ‘Line Hazir’ . I am now confident. Thank you sir. 🙂

    The corruption in any department is the reflection of the society. As long as people keep breaking the law and expect to get away by giving a small bribe, police or any other department will expect bribes.
    As a citizen even we have a responsibility to discourage bribery, might seems impractical but we have to start somewhere.

One of the corruption act in police and other departments is that to secure a job and or placement in particular Thana/ duty station, there is a high ticket to be paid. This practice then forces the placed person to mobilize the money through scruplous acts of corruption. Such acts come from top officers and even a a ove. Is this true in your knowledge/experience???     At 9:38 , sir is it fair to dismiss aa assistant sub inspector on the basis of ur self whim.
    Secondly, how many IPS have been dismissed from service on the basis of just whim of senior officers.
    Officers usually treat their sub ordinates as a " material". Not human.

    Poor justice delivery system is another reason. Digitisation could also help. Huge automation at traffic points could also help We need to invent solutions that avoid police interventions but at the same rime, the jobs should get done

    Simple answer to that question. There are multiple factors contribute to this issue.
    In India, private sector middle class has grown tremendously in last 15 years where as Govt sector salaries has not increased as much and that leaves a huge gap and deficit in middle class govt sector growth. So, it leads to corruption to catch up with that deficit.

Reality is - the great police person demand this money. Nobody wants to give hard earned money for right work.. India is really great. Jai Hind.

    What is the difference between an IAS and an MP/MLA in police verification while taking appointment/taking charge? Is justice done equally when an IAS is unable to take charge due to a police case pending against him? Whereas MLA takes charge in the assembly despite a police case pending against him.

    खेत बेचके पुलिस की नौकरी मिलती है, अभी इतना प्यार से बात कर रहा है पुलिस वाला जानवर से भी खौफनाक, दरिंदा, भद्दा, और एक नम्बर का रिश्वत खोर ही होता है, कोई मरे या जिए पुलिस को कोई फर्क नही पड़ता ये लोग तो बिना बात का केस बनाते हैं ताकि रिश्वत मिल सके, मैं सब जानता हूं मेरे चाचा भी दिल्ली कैंटोनमेंट मै थाना अध्यक्ष हैं (विवेक माहेश्वरी) गुगल करके देख लो, उनके उपर कितने रिश्वत लेने के केस हैं, अब पत्नि को ही वकील बना लिया है ताकि केस चलते रहें और रिश्वत भी, सभी ऐसे ही होते हैं

      But my ancestors told me that British Officers Never did corruption..They didn't had concept of it. At that time corruption if any was practiced was done by low level Indian clerks.

    They take 50-100 rs ..

    Sir, you are talking only what is seen from outside about the lower rank, what about the superior officer who run the district and misappropriated the fund which was received from Govt. Which is meant for the development of the department. The corruption starts from the superior, when the lower rank are getting nothing the angst plethora destroy the development and the country as well.
