Bakugo's development was based completely on Deku. How Deku treated him despite being a bully. How Deku saved him 3 times risking himself for it. His development is based on his regret for bullying Deku. And his development moment "my body moved on his own" is mirroring Deku word for word.
Ship them or not. Their relationship is way deeper and more impactful than Kirishima who's just a sidekick to Bakugo.

The reason why there are so many gay ships is because Horikoshi can’t really write female characters. The most fleshed out female character is Toga so it makes sense to pair two people you know a lot about

The rest do get a bit of development but their development don't do much contribution to the story so many people ignore it (I ignore it sometimes but not a lot). I mean if you look at almost any fandom female characters usually have no development and contribute nothing. I mean look at Sakura from Naruto, sorry if you like her but her attitude is shit and she is so pathetic and never helps in battles, even support characters did more than her.
