Because electric engines might have a higher horsepower but they don't have the tractive effort of diesel-electric locomotives. In order to bring a fully loaded goods train into motion from rest, a huge amount of tractive effort is needed which the electric engines do not have.
So many void spaces between dual axil bogies makes WAG 12 less aetheric and compact personally these units look like a auxiliary generator cars, I loved WAG-9, they are beefy and settled.

Indian Railways, one suggestion is: in WAG-12, the 12 is very small. And please stop using Arial typeface (font) on the locomotives. It does not look professional. Use Helvetica (like that on WAG-9 and others), DIN 1453, or Bahnschrift and see the difference. Maybe Alstom is deliberately sending it to you with Arial tyeface, and you are not aware.
