I only focus on the retirement aspects so I’m not sure for someone with kids. Both are beautiful and full of welcoming people. France is probably easier to get approved for a visa. Also depends on what type of weather, activities, and size of town or city you want. Sorry for my non-answer!

Yes. You can have mini-splits installed everywhere. Cost just depends on the # and layout.

And more that are a fairly short bus ride to a station.

Very hard to know. I always recommend a "test drive" trip of at least 2 weeks. So you can get a feel for a place and the people who live there.
