Palpatine: "Yes, there is nothing vital to the future of this Empire Moff Tarkin, whatever is needed to complete the project, you shall have it". Tarkin: " I shall spare no expense nor resource your majesty, however I suggest we promote Commander Krennic to Deputy Director of AWR and have him oversee the day-to-day operations of the project, if only to appease his ego and keep him productive". Palpatine: "Agreed, but never take your eyes off him OR the project, I will not have Stardust turning into the same type of failure as Hemlock's project". Tarkin bows low and the transmission ends (Palpatine makes another call right after) Palaptine: "Captain Brendol Hux my young friend, I have a great task for you" Brendol Hux: "What is your will my Emperor" Palpatine: "There is a certain project I need you to oversee, one of vital importance to the future of this Empire, it involves cloning". Brendol Hux: "Forgive me my lord but I was under the impression that the Empire would no longer be using clone soldiers to fill it's trooper ranks, I know I myself have discussed with you my own theories on raising recruits and conscripts from mainly childhood or birth to produce the ideal soldier." Palpatine: "Your views and theories have merit to my future plans however now is not the time. The project I speak of is of a deeper more "complex" version of cloning. You will understand the full scope all in due time, however your task is merely to guard and oversee the project, the scientist I have entrusted this project to will handle the intricate details, research and experiments". Hux: "As you command my lord" Palpatine: "I will reassign you and the project to a secret location deep in the Unknown Regions, I have a "native" of that part of the galaxy who has recently begun helping the Empire to chart out the mysterious realm, this location will be your own base for a time. Palpatine; "She awaits you here on Coruscant before you both depart" Hux: "As you wish my lord, I shall return at once. Scalder: "I understand my Emperor, I will work diligently to restart and finish the project, rest assured I will NOT make Dr. Hemlock's mistakes" Palpatine: "You had better not. However, rest assured Brendol Hux will ensure the security and secrecy of the project. I saw potential in him as Junior Officer at the start of the Clone War, he has proven himself time and again and risen in the ranks swiftly these last 5 years. Scalder: "As you wish" Palpatine: "Come doctor, we have much to discuss, and moreso when Hux arrives".
This falls in line with one of my theories about how Sidious may have had more than one secret facility that had been working on a clone body for himself. And to carry it out in absolute secrecy, it couldn't have been big. Then when it entered its final stage of development, he must've made the whole place disappear, just like Tantis. Somewhere in some little room, but now nowhere at all. We'll never know for sure _where_ he did it, but to ensure the failure at Tantis is never repeated, he must've made sure only a select few knew about this. I bet he even had this project of his being worked on during the conflict of the Clone Wars. Or maybe after he had shut down the cloning facilities on Kamino. Hard to say. But the fact remains that this was what Palpatine was after all along. His own of achieving "immortality." But I think it's safe to say that that plan was stamped out before it got up and running. Thanks to the interference of the Bad Batch and a group of rebellious clones, Palpatine's grand scheme of cheating death has been set back by at least 3 decades or more. We probably won't see the return of anymore Dark Trooper projects or even the Zello Beast experiments for a very long time either. But if the Bad Batch hadn't been there to put a stop to it all, the Empire would have been a lot harder to put down. They're the unsung heroes that will never officially enter the pages of history.

The role of the Bad Batch in destroying the facilities on Tantiss was vital for the galaxy. Had they failed, then Necromancer would have been completed on schedule and risked the possibility of Palpatine returning far sooner, perhaps immediately after Endor.

Yes the project continued. I don’t know when in the timeline but they surely wanted this experiments to be a secret even after TBB, so they moved the project to Exegol in the unknown regions. That’s why no one did know about his return until Palpatine did a broadcast about his revenge in TROS
