I had optiplex 9020 sff with same issue, in official documentation they said its motherboard problem. I had this problem for continuously 4 year. Didn't look for solution because if you press on button within 5 second of turning on the ups, the computer will just like normal and though the orange blink will stay. But if you are fail to press power within 5 seconds or if you are late for turning off the ups after shutting down the machine, the machine won't turn on again next time. Even if you follow these steps. But man today you seriously fixed it. Thanks a lot. I was jusd accepted that this is okay. I can do my jobs on computer what else needed!
Hi friend, thanks. It works perfectly. I try many other ways like replace CMOS battery and clean RAM etc. The PC sleep about half year and wakeup today. Thanks again
thank you so much, but the problem keeps happening again after i turn off the pc, when i turn it on the next day, it's the same blinking problem. for the moment, i keep opening the pc each time and remove the little blue piece, it turns immediatly on without pushing the power button, and makes a very loud noise all along. can you have a definitive solution please ?
Hello 🤗 I have sff 9020 flashing 2-1 after power outage, CMOS battery was flat (0.5v) after changing battery and resetting CMOS via shorting the jumper it's still not turning on, same 2-1 amber light, what can it be 😊
but mare pc mai to ek baar on hone k baad firse shutdown krta hu to pc firse wo he problem suru ho jaati orange light blinking yai baar baar karna padhta hai iska kya solution hai jo ek baar mai he solved ho jaaye blinking ke plzz reply soon
I tested the V on the little battery and said 2.60 and I have replaced it and still, I have the same PC smaller version and will try your way. I will be back and state if it works.

What is the reason this happens though? This has happened twice too me. First time I replaced the battery and then it was fine for 2 weeks. Then it happened again while it was on in the middle of the night

There may be another problem in your pc, please check your Ram,
Where is the cmos jumper in the 7020
RTCRST is written near the SPK connector. That's the CMOS jumper.
