I’m no meteorologist- but when I worked in the Phillipines after typhoon Haiyan, I understood it is actually the extremely low pressure which does ‘suck’ the water to the lowest pressure point. In this case emptying the bay. That low pressure point of course then moves, meaning the bay will fill again and likely surge onto the land. Tragic for all involved! All the best from Australia.

You're correct that a drawback of the coastline can be a warning sign of an incoming tsunami, but it can also occur during hurricanes and other severe storms. Here's what you should know:
      * A drawback occurs when the sea water recedes far beyond the normal shoreline, exposing large areas of the seafloor that are usually underwater.
      * During a hurricane, the strong winds and low atmospheric pressure can cause the ocean water to be drawn up into the eye of the storm, resulting in a temporary lowering of sea level.
      * As the hurricane approaches land, the water that was drawn up into the storm begins to surge back towards the coast, causing flooding and storm surge.
      * The speed and extent of the drawback can be a warning sign of the severity of the storm surge to come.
      * It's important to evacuate immediately if you see a significant drawback of the coastline during a hurricane, as it can be a sign of an incoming storm surge that could be dangerous or even deadly.

The wind does not “suck” the water out, the low pressure does. It’s like putting your finger on top of a straw and lifting it a little in a cup of water. The water in the straw will be higher than the surrounding water which will drop a little. The higher air pressure around the storm pushes down harder than the low pressure in the middle of the storm, creating a raised area of water in the middle and lower water levels on the outside. This is what causes the “sucking.” Since the storm and the low pressure are moving this raised area of water moves with it and makes landfall. The wind then gives it a push and surges it further on land.

Gravity will bring that water back with a force so great, it will literally level everything in it's path. This won't be a subtle surge. It's gonna be a powerful wall that crushes with only more ocean pressure pushing it harder.
The water on the bottom moves a lot slower than the water on top because of the resistance the sea floor and beach gives, and that causes the huge, cresting waves.

The warning of tsunami is when the water recedes just like that, then returns at an increased rate. If you ever see that happen for whatever reason, run as far away from the shore as quickly as possible.

in the 2024 info age, and the news still has to basically tell people "do not strip off your clothes and run into fire" "when a trillion gallons of water moves, don't follow it" ......yesterday I literally read of thread of people in awe over just learning about how the eye of a hurricane works, and they lived on the coast. Not long ago you would already know this just by existing in the world til you were a teenager, like everyone I grew up with in MI, who had no need at all to know it. All of the info ever, right at your fingertips, and nobody knows a damn thing about anything.

Hurricane storm surge is different from an earthquake tidal wave, it will slosh back in sooner rather than later so walking on the exposed seabed is a Bad Idea but there's no colossal displacement of water deep in the ocean like 2011 Tohoku so unless the storm itself turns and starts piling up water in that area, it'll mostly just return to normal.
