And regarding Chill - he served 14 years for his crimes. While not necessarily a fulfilled debt to society, turning state's evidence by providing testimony on a crime lord that has corrupted the city and destroyed the lives of so many people is sufficient a reason to release Chill after serving a large part of their sentence... along with positive behavioral records since incarnation show that he is not a danger. And like Chill said, desperation drove him to his crime. While it isn't an excuse, it is a factor that should be considered.
I'd like to think that Thomas Wayne spoke through Rachel in that moment. I suspect Bruce's dad would have given him a death glare if he showed him the gun like that. Rachel was right. He would have been ashamed of him.
Rachel was really self righteous and sitting on a high horse to lecture Bruce about his father being ashamed of him when she didn't know his father or the pain that his father suffered to lose everything and for Bruce to watch it all. That's deep shit and Rachel is just looking at it as some trauma that Bruce should let go and see the bigger picture.
My favourite film in the Batman series was batman and Robin because it brought a realism and seriousness to the Batman films that had been sadly lacking...Oh...wait...no...that was Batman Begins. I always get them mixed up.

He was going to go to prison for years if he shot Chill, with no guarantee he'd make it back out alive. Rachel's hurt that he cared more about killing Chill and revenge than her and Alfred manifested in anger, and is a real human response and entirely understandable.
