The black thing in the air cleaner cover is the summer/winter air diverter. It goes in the top for summer. In winter(bottom) it directs hot air from the cylinder into the air cleaner to prevent the carb from icing up. If you're planning on milling, you want clean cold air. I also pull the dogs off on my milling saws so I get more bar for milling. Sounds like it runs good. 👍
Well if it’s anything like me those screws were just screws that were left over. Anytime you have leftover screws it means you’ve done it better then it was designed.
To note I’ve also experienced the “no pop” on full choke. It floods easy. On full choke I’ll do no more than 2 strokes and go right to half choke “1st position”. The instruction manual shows the L and H start positions of 1 1/4 turns to start. That how I’ve started all of 2 cycles over the years with a new carb or new engine.

I have a large clean up job from a bad windstorm and need a mega-saw.
The cover on the filter cover is for cold or warm weather. Up top for hot and on the bottom for cold I believe. Keeps fuel from freezing up when really cold
