When talking about the GOAT, people forget the terror Pacquiao brought in the boxing world in his prime. Mayweather had to dodge him for 6 years and waited for him to be KO'd past his prime to fight him. He defied everybody and dodged no one, all with the weight of his country and as a senator. The best fighter to ever lace it up.
Their fight was closer than the commentators made it seem like. That said, Mayweather and Pacquiao should have fought 6 years sooner, yes, but that doesn't mean Pacquiao would have won. Mayweather's own hand speed was better then too, and could always figure an opponent out as a fight went on. But it would have been a tremendous fight that warranted a rematch, without question!

I appreciate that you've actually done some research to back up your opinion, unlike so many other boxing fans. But you missed one champion that Mayweather defeated, and 2 of the world champions you listed on Pacquiao's list were never world champions. In 2000 Mayweather defeated Gregorio Vargas, who held the WBC featherweight title from 28 April 1993 to 4 December 1993. So this puts Mayweather's champions defeated number at 22, not 21. Jorge Solis was never a world champion. He is a former holder of various minor and regional titles, but never a world title. He held the WBC LATIN AMERICA title, not WORLD title. Lucas Martín Matthysse is also not a legitimate world champion. The WBA (Regular) title is not considered a genuine title. Only the WBA (Super) title. If it were, then the WBA would have 2 champions at the same time, therefore the higher WBA (super) belt is the only title recognised by the other 3 major governing bodies. The same goes for the WBC Interim title. So Pacquiao only defeated 20 champions, not 22. Following up on Floyd Mayweather’s admission that Manny Pacquiao would overtake his mark of 23 world champions beaten, WBN decided to crunch the numbers.
Going through both records with a fine-tooth comb, it seems Mayweather has counted his two victories over Jose Luis Castillo and Marcos Maidana.
The actual number of world champions defeated by Mayweather is 22. The total reaches 24 if you add the rematch wins.
Pacquiao, on the other hand, has 22 victories over recognized title holders. That number stretches to 25 with second triumph.
Therefore, the Filipino Senator holds the record all on his own. A blow to Mayweather, who obviously wanted to hold on to it a little longer.
Below is a list compiled of all the belt holders who the two rivals have overcome.
Unless Floyd Mayweather comes out of retirement at the age of 43, the record stays with Manny Pacquiao.

I appreciate that you've actually done some research to back up your opinion, unlike so many other boxing fans. But you missed one champion that Mayweather defeated, and 2 of the world champions you listed on Pacquiao's list were never world champions.
In 2000 Mayweather defeated Gregorio Vargas, who held the WBC featherweight title from 28 April 1993 to 4 December 1993.
So this puts Mayweather's champions defeated number at 22, not 21.
Jorge Solis was never a world champion. He is a former holder of various minor and regional titles, but never a world title. He held the WBC LATIN AMERICA title, not WORLD title.
Lucas Martín Matthysse is also not a legitimate world champion. The WBA (Regular) title is not considered a genuine title. Only the WBA (Super) title. If it were, then the WBA would have 2 champions at the same time, therefore the higher WBA (super) belt is the only title recognised by the other 3 major governing bodies. The same goes for the WBC Interim title.
So Pacquiao only defeated 20 champions, not 22.
Mayweather and Pacquioa are both incredible fighters, and I firmly believe they are the number 1 and 2 greatest boxers of all time.
