This is a Global issue. go back to the first issue on why did China established a based over these islands, this is because of their self proclaimed Territorial Sovereignty (historical) claim, the 9 or 10 dash-line South China Sea demarcation. This was also the reason that China never appeared on the hearings and Arbitral Award in Hague, Netherlands because it was based on UNCLOS not their Historical claims. The issue here is whether or not to Internationally/Globally recognized China's territorial Sovereignty claims to be legal and binding. In the absence of this resolution, China will never respect nor honor UNCLOS and the Arbitral Ruling.
