Do I use these measurements on T-shirt designs?

I use a guide from a Google search to help size the image. It varies from the different shirt sizes. Also, the placement on how far down the shirt to place the image varies from v-neck to regular neckline. It also changes from adult to children too.

So you don't use a Teflon or parchment paper?

You should be using a teflon mat or parchment paper or you could burn the vinyl if you don't use it.
