Hello! I have a question. So I have several accounts on gmail and I need to make a new one, but when I go to add an account, it doesn’t have the make an account option. Any ideas how to fix or why it is doing that?

Yup! You can click the avatar in the top right corner, then select "add another account" from there it should have a create account option.

how to do it without phone verification
CURRENTLY, you cannot. Google now requires a mobile phone number for account creation verification. The only other way I know to avoid this is to try to set up a new Google account on a new Android o.s. phone.
