I am a skilled mid-level worker and I am running into SO MANY indian resume farmers, scam jobs, ghost jobs, jobs that pay laughably low wages, jobs tgat keep getting "frozen", and jobs that are not even trying to be filled. Most of the time I don't hear back from anywhere. It's like i'm yelling out into a black void.
Companies are having a hard time getting through the hiring process right now. It requires multiple approvals these days at job req creation to get the job posted and then again at the offer stage. I think the ghost jobs are really jobs that are in approval limbo as leaders try to feel their way through the business environment. It's super frustrating!

I think I laid out the data to back my opinion. Please offer contradictory evidence. I would be happy to have a data driven debate on the topic.
You don't consider fake and phony jobs that the employers will never hire for.
They will hire for them eventually. Every recruiter I know is getting hung up in extra approvals to push job through the process these days. I think this is causing the phantom job problem we are all seeing.
