Indeed. There are 4 places in the game where you can find them (level 3, 4, 5 and 6) and in level 3, 4 and 5 you can take them again... the same with the boomerang in level 5. Triple shurikens can be found in level 4 and only once. Only the normal shurikens are dropped from enemies and can't be found anywhere else. There are 4 locations where you can save a captured turtle (level 3, 4, 5 and 6) and 3 Mr. Invincible (level 1, 4 and 6) where only the last one has a good placement. I wasn't smart enough as an 11 years old kid to collect the scrolls for an easier game. I got to Shredder only once and he shot me... the disappointment.
