why E5-2680 v2 max clock 3.6 Ghz, but reality 3.1 Ghz?

E5-2680 v2 it's an 10 cores processor, not 8.
Still better than my core i3 7100 dual core @ 3.90 ghz

@@AmaliePreecha i upgraded, i have a program that combines processor threads and makes them into single cores, so my e5 2650 v3 is at 7,00 ghz
