  • The government is working on completing the stake sale process of about 23 public sector companies whose divestment has already been cleared by the Cabinet, Finance Minister Nirmala Sitharaman said on Monday. The minister also said she would soon meet small finance firms and non-banking finance companies (NBFCs) to review the credit being extended by them to businesses. The minister said the government wants to sell stake in public sector companies at a time when it fetches the right price. For the 2020-21 fiscal, the government has set a disinvestment target of Rs 2.10 lakh crore. Of this, Rs 1.20 lakh crore will come from disinvestment of public sector undertakings and another Rs 90,000 crore from stake sale in financial institutions. In this edition of The Big Picture we will analyse the disinvestment of PSUs.

    Daily Summaries!!
Government is working on completing the stake sale process of about 23 public sector
    WHY
    1. Competition has turned PSUs into Sick Units e.g SCOOTERS INDIA
    2. BPCL must be sold while still attractive to fetch a good price.
    3. Foreign investment looking for units. It will help greater integration into the global world.
    4. Privatization will push up the growth trajectory. Bringing efficiency and technology.
    5. The fiscal deficit needs to be financed.
    6. Banks can be privatized now since digital India does not need the physical presence of the banks in rural India.
    CHANGE IN THE POLICY
    1. Strategic disinvestment (change of owners) now being carried out eg Hindu Zinc, BALCO.
    2. Disinvestment becoming more acceptable in public policy.
    WAY FORWARD
    1. Cost of doing business must be reduced.
    2. Infrastructure must be provided.
    3. A good policy environment in consultation with the private sector.
    4. Transparent and fair disinvestment process.

Gov channel, they can't speak anti. They will appreciate no matter what. This is a theoretical debate, but practical criticism is needed in these debates. Psu are for welfare and selling them off is taking India many years back. Already 85% fdi and see the economy and jobloss, nothing capitalism could do. Even in pandemic, no private hospital at rescue, only gov institutions at work. Gov fucked up economy, drained treasury now selling property. Is this aatmanirbhar!? Totally contradictory. Since global recession, private bank share in market decreasing, only holds 20% in India. 500+ private banks have died in USA post 2000. Yes bank debacle and sbi at rescue. Banks dying due to corporate bad loans, gov at fault as it dictates terms of loans and protects their corporate bosses. Let's be practical, this debate is good for upsc but not in real life. India marching towards a collapse. Rbi lic getting drained, most expenditure of Indian gov goes in debt repayment. All fucked up

It's about financing and reducing the fiscal deficit.
In case of LIC, it has already having stakes in IDBI and IL&FS crisis financer. So disinvestment will be better for future so that these don't fall on the government.
In case of BPCL, it already has competition from strategic state owned IOC and ONGC. As we have seen in the past examples, competition like this evolves one and depreciates another. Therefore, it suits best to get the best value out of it before it's value depreciate.

Privatisation is a must for the country to move forward.
Only education, health and housing should be in the hands of the government.
For those who say that the poor and the middle class will suffer, remember all pharma companies in india are private. But you get cheap medicine. WHY? Because there is a price control board. Similar price control boards must be set up for Oil and Gas. Minimum wage act should be amended every five years as well , to make sure people's living standards are maintained.
Btw China has also disinvested, corporatised, privatised and shut down many PSUs. And the whole of America is run on private enterprise.
They're doing well. Infact they're much richer. Because they don't have babudom and corrupt people running PSUs.

If government departments will prefer private banks etc to open salary accounts .
If huge deposit in form of market committees in state government will be kept in private sector, just as in favour of some gifts, then how one can expect PSUs and Public sector banks to have a profit..
Government should strictly keep all accounts and receipts of all govt departments with Public sector banks.

Not a single new PSU has been opened in last 6 years, on the other side govt is revamping the existing one's. This govt has already digested large dividends of RBI and LIC wich were meant for exigencies. GST has already been too low before coronavirus and centre share is increasing in cess because it is non shareable. Situation is very grim. Govt is justifying it's action of disinvestment just to cover failure in growth of revenue and taxes. On one side they are relaxing corporate tax in hope that it would open job market, but one has to look that during pandemic none of the private parties voluntarily came forward for assistance whether private hospitals or private security only govt officials were deployed. Except 5_6 big corporates no one is given social security to its employee's. Mismanagement of public resources are at its peak. Privatisation of profit making psu and psb is bad in itself.
There is no room for Indian economy to show V shape curve because chief's of various banks have already shown doubt about rising NPA due to non collateral relief. And lastly, even if we presume private banks will follow priority sector lending principle then one has to relook and analyse, how many of them have defaulted on this area till now? The current agreements signed or about to be approve for sale of stake in psu's is poor on momentary return ratio, selected big tycoons will buy such stakes at scrap pricing formula.

Disinvestment is a good strategy for GOI to finance it's fiscal deficit and go for a concentrated stake in selected strategic sectors. Govt now needs to mobilize resources towards governance and policy making more than keep investing capital in PSUs. The time is right for private players to seek stakes in PSUs at reasonable valuation, overhaul them and generate returns going forward.
