The apocalypse allowed them to be in a environment they were made for, and it's the same for Daryl, he was made for this world, but it turns out he was a true good guy ! Negan said it himself in his episode, he almost killed someone before the outbreak, he stopped only because of his wife and the justice, he could have been in prison. But now that nothing has consequences, not like before, he's free to do whatever he wants. He's not as evil as the governor but still.
