These guys were probably the first successful test subject(s) for the digistructed people thing and they probably didn’t want to pay someone the whole “licensing fee for using you to make an army of clones” for a high profile soldier.
I have a feeling that Anthony Burch wrote mostly for the soldiers than he did for the rest of the characters. And the other writers just wrote for the other soulless “main characters”.

They arent. Tediore as a company isnt really evil. The soldiers arent doing anything questionable or morally wrong. They're just doing their job. Among the Borderlands manufacturers Jakobs and Tediore are the good guys. Dahl, Maliwan and Hyperion the baddies, and Atlas, Torgue and Vladof are mostly neutral. You wont find genocide and the likes on a tediore invasion.

Always wanted to see more tediore, especially with how seemingly every other manufacturer in lore shits on them for being "cheap and mass-produced," despite the hard come-back in the design philosophy for them in borderlands 3, which made some of the legendaries from tediore top tier over some others. Every one of these guards are rolling up in purple tier tediore gear at the minimum going by the designs. Except that candle. Thats green tier.
