UK regs might be different, but in the US only vaccines added to the child schedule can retain legal protection from lawsuits for harms. Any adult-only vaccine is an elective vaccine (like for travel) and so lawsuits would be possible. In the US, temporary protection was provided by the "emergency use", so they needed to get the child approvals before the emergency approval expired. I don't think the harms to the kids even factored into the decision.
Many people were saying, at the time, that children were the least affected by c--d and therefore didn’t need vaccines.
