  • A rising India wants a seat at the table of global powers, and is ready to set its own terms on everything from defense to climate to trade. Dr. Alyssa Ayres, a senior fellow for India, Pakistan, and South Asia at Council on Foreign Relations, will join us to discuss how a fiercely independent India seeks its place as a leading power, and how the United States should respond.
    At CFR, Ayres’s work focuses on India’s role in the world and on US relations with South Asia. In 2015 she served as project director for the CFR-sponsored Independent Task Force on US-India Relations, and from 2014 to 2016 as project director for an initiative on the new geopolitics of China, India, and Pakistan. She directs the US Relations with South Asia roundtable series, blogs regularly for Asia Unbound, and is a contributor to Forbes. In her most recent work, "Our Time Has Come: How India Is Making Its Place in the World," Dr. Ayres focuses on the ways in which India’s unique perspective shapes its approach to global affairs, and she will offer her insights to help us make sense of India’s rise.
    Ayres served previously as deputy assistant secretary of state for South Asia, from 2010 to 2013, covering all issues across a dynamic region of 1.3 billion people (Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka) and providing policy direction for four US embassies and four consulates. Originally trained as a cultural historian, Ayres has experience in the non-profit, government, and private sectors, and she has carried out research on both India and Pakistan. Ayres speaks fluent Hindi and Urdu.

    This was the most precise overview of India's current position at the Global stage. Being an Indian...I am pleasantly surprised that someone sitting so far from India, knows so much about our Foreign policy, broader role on the global stage, internal politics and almost everything. She is so meticulous and flawless about her argument that it is hard to contradict her single proposition.
    The only other American analyst comes close to Alyssa is Christine Fair especially in terms of Security Affairs. I can't wait to get hold of Alyssa's book...OUR TIME HAS COME. Thanks for introducing India's vision to the global audience.

      I think one difference between Christine and Alyssa is that the former has mostly worked on geopolitical relations between India and Pakistan and regional security, including state-sponsored terrorism. While Alyssa appears to focus on India's foreign policy from economic perspective. I haven't heard Alyssa's talks anywhere else so I may be mistaken, but I agree with you... it's good to see more western researchers studying India's global role.

      Super amazed. In fact, she seem to have better knowledge in lot of areas better than most Indian Politicos.

      But everyone including the BJP ignores the fact that this great growth was started by Mr. P. V. Narasimha Rao, who had extraordinary courage to change course inspite of heavy opposition by his own party. The sad part is that even South Indians are not angry about this.       Indeed, the Trump administration is extremely curious on India. India is the world's largest upcoming tax base, last and largest marketplace.
      India's primary shortcoming today is infrastructure. And this is made of bricks-&-mortar, land, sand re-bar, labor and trucks and some technical staff.
      Point-to-note is that Indian infrastructure is 10-25 times cheaper than $ US pegged infrastructure, probably even cheaper in light of historically cheap Global funding rates along with faith in India's debt servicing.
      The US, and the world should understand that India therefore must be seen in terms of power, value and purchase parity.

    3. Let us all pay our fair share of taxes regardless of whether we are employed or self employed.
    4. Let us take care of the facilities that our government provides us like roads, buses, trains etc.
    5. Let us take care of the families of the soldiers who lay down their lives protecting us.
    6. Let us focus on being self sufficient for our defense requirements rather than spending on buying defense equipments.
    7. Let us collectively raise our voice to make sure that 1.35 billion people are heard and taken seriously in the world.
    8. Let us keep our surroundings clean and only dispose garbage in the proper place.
    9. Let us keep our women safe.
    These are some things which can be done to make India a great nation.

      I wish she had clarified that. Because the way it came out, it sounded a lot like she was following the usual media narrative of laying it all at Modi's doorstep!     Brilliant discussion on a wide range of topics with some surprising insights provided by Dr. Ayres. However, towards the end of the interview the speaker appeared to have rushed through her analysis (based mostly on media coverage) of the present government and Prime Minister Modi's responses to certain domestic issues. Agreed, these are worrisome particularly the mob lynching incidents. But now I'm curious and want to know more about how Modi's shaping of India's Foreign Policy and how that can affect the next decade.

    Well as much as I want to believe whatever Alyssa Ayres said about India, my exuberance is tempered by all the ills which my beloved homeland is struggling with. To enlist a few of these are Education (Most are not capable to participate in 21st Century Economy), Malnutrition (large part of population is suffering from it), Sanitation (Significant number of people still do not access to), Clean Drinking Water (Large parts of Indians do not have access to), Healthcare (People have no credible access to Healthcare services).
    At the same time, Below is also true:
    1. Thriving Software Industry (Although at the bottom end of the value chain)
    2. Growing Startup ecosystem (Currently part of top 10)
    3. Large consumer base

    The main reason India does not support China's BRI is because it's main part , China - Pakistan Economic Corridor ( CPEC ) , Crosses through Pakistan occupied Kashmir. She forgot to mention it or maybe she doesn't aware about it.

    I believe the minorities of india should be protected and given confidence and opportunity to take part and contribute to the Indian economy for further growth for the future. There are a small percentage of Muslims that are millitant in thinking and are anti national. However, I believe the majority of Muslims are law abiding citizens in india and need to be encouraged to take full part in the indian economy . Neither should the overall Indian population surpress the minorities. If someone does something wrong , then irregardless of their religion, ethnicity or from which state he or she is from, should be made accountable.

    Manmohan Singh benefitted from the Superb economy handed over to him by Prime Minister A B Vajpayee's Govt in 2004. The good work done by Vajpayee continued to deliver for Manmohan Singh ( who did not do any work ) till 2010 after which the economy collapsed. Then in 2014 in came Modi and things started to change. Modi is different from Vajpayee.

      That's not true. Manmohan Singh oversaw the world's largest poverty alleviation in the world. While PM Vajpayee did hand over a good economy, PM MMS did actually steer India to a stable, healthy economy, which was one of the only economies to escape the 2008 economic crisis. He oversaw one of the most liberal social policy in modern India with real ground breaking reforms like RTI, Indo US Civil Nuclear Deal, the implementation of 6th Pay Commission, MGNREGA among others.
      Vajpayee was a good PM, but Manmohan Singh too has been a good PM for India on the whole, but he is much less appreciated.

      You forgot that Dr Manmohan was the finance minister who brought lpg reforms in 1991 after which our economy started growing. Also in 2010 when USA suffered depression many economies failed in the world market but it's effect on the Indian market was rather insignificant.
      Now I should say that he was not a very good pm but he was a genius economist. I would give him that

    India political leadership who were instrumental in getting independence tried policy of non alignment in divided world. Advanced western countries an America did not take much interests in India and its development and trade as America was preoccupied with global issues.

    There is a very interesting issue that was glossed over with an extremely selective response by this India expert. Why has China been preventing Indian admittance to the Nuclear Suppliers Group? China has been very clear on this issue. Their opposition to Indian membership is due to India's refusal to sign the Nuclear Non-Proliferation Treaty, which all other members of the Nuclear Suppliers Group have done. China is the only member of this international body which doesn't want to encourage the sale of nuclear material to a country which will likely use it to create nuclear weapons. Why doesn't the U.S. and its allies support this stance? Because the U.S. has already publicly announced that it will violate the Nuclear Non-Proliferation Treaty by developing a series of new nuclear weapons which are smaller in scale and produce smaller explosions for more targeted strikes. Apparently only China is the only member of the Nuclear Suppliers Group willing to actively prevent nuclear proliferation internationally.

      Nuclear non-profileation treaty is a very biased treaty. It supports the countries that were already nuclear power during the signage of the Treaty and discriminates others. India has never sold it's nuclear secrets to any country and it is under civil leadership. Banning India from entering the nuclear suppliers group has had some positive and negative effect. We have developed technology that can use plutonium which is abundant on country to generate power. But India is restricted from latest technology that other countries have developed. But with advent of solar technology this has become non-significant issue. We are already the second in usage of solar technology. We are investing more in solar and hoping to have 60% of power and fuel in solar in next 30years

      @Jason - China does not support India's admittance is because they are advocating on behalf of Pakistan. They are OK to accept India if Pakistan is also accepted. And US and others have all waived their objections in spite of India not signing the NPT.

    India's relationship with Russia and Iran is strategic in nature; which means that USA will always come 3rd.
    Thus, USA should focus on China, Pakistan and North Korea for any cooperation from India.

    As someone who is so knowledgeable about India Alyssa Ayres should know that India's smaller neighbors do not look at India rise as something that is to celebrate. India is perceived, and rightly so by its smaller neighbors as a bully and land grabber. This is the reason India is isolated in its own region.

      Apart from Pakistan I don't think any country will have issues with India. Smaller countries in my opinion will play the balancing act game. This is to help them get financial and social investments from India and Chian. Srilanka and Nepal are already doing it. There is nothing wrong with it. India has also done this with USA and USSR. Bangladesh is lost case as Islamic extremists will cause havoc there just like in Pakistan

      Currently more than 85% of population have access to toilets. AND INDIA WILL BECOME OPEN DEFECATION FREE BY MID 2019. Even before the neighboring countries which were far ahead of india 5 yrs before.
      Now this is why india is really rising.
      Now this is called progress.

      Talking about toilets, we built toilets in span of last 2 years.
      You just name it, we fix it instantly.
      That's a sign of developing country.
      Not like claiming to build a dam project for decades, switching between democracy & military governance, borrowing money from IMF by compromising national economy into stakes. Yet bankrupt nation like one of our neighbors.
      We are working hard to bring stronger garbage management system soon.

    The world at large might not know but the phrase 'India as a net security provider' will certainly strike fear among India's smaller neighbors. The reason is that India has demonstrated a history of acquiring more and more land disputes with its many neighbors pretty much the moment it was created in 1947. India styles itself as the new imperial power in the block after the Raj has left and behave as such.
