High Contrast themes rely on a manifest to display correctly, if it isn't present, then the Classic Theme will be used for the app instead.
Fun fact: the high contrast themes actually are based on "aero lite", a by default unused theme you can enable in windows 8, 8.1, 10 and 11.
They do look a lot more like windows 8 for sure.

the reason the comtrol panel loads the newer one is because control.exe (the backend for control panel) waan't changed so it loads the new one
