There are typically 2 levels where you can access the wc switch. I prefer the one in the video groovy wing cap level, the other one would be preferred by sky path highway.

Are there two? Because I found one that looked exactly like that in an ENTIRELY different location
Actually, the level you have to traverse looked similar, but the layout was different, it was found in a different part of the castle, there was Yoshi's Island music in the level itself, and the switch was on the other side of a pipe

There are two different locations where the Wing Cap Switch is located. The one in the video is Wing Cap by the Rainbow Highway. The one you’re talking about is Tower of the Wing Cap (beta). Tower of the Wing Cap (beta) is accessed via the pipe at the end of Sky-High Pathway. Both switches are identical so it does not matter which one you press.
