I think they will still make 645 units, or certainly the 710 but only for the "export" market where emmisions are not a concern. I know here in the UK we have converted some retired Class56 units to have a 12-710 in them for use with GBRF which are proving to be a useful tool.
Is there something wrong with the prime mover, or does it suppose to sound like that, (rev up, rev down)? I have only noticed that in the 645 once, and that was an old worn out CP SD40-2. You can notice it in the beginning of the video.
Even though the Engine sounds good, it is Hunting and probably is being Load Tested to diagnose the cause. Hunting means the locomotive is loading too heavy and will reach a limit that automatically reduces the load and the cycle begins of overloading, dropping back, then starting the cycle over again. The person filming kept raising the camera up and you could see the black smoke then clear then black smoke cycling. A 2 Cycle EMD that is in good shape only black smokes when the Throttle or Load is changed.
The 645 is probably one of the most reliable, greatest diesel prime movers ever built 💪🏼

That horn looks brand new in this 2012 video, but when I heard it recently early 2016 it sounded really old, worn-out, and fouled.
