You can't even program Immobilizers no way, as you need to be a member of NASTF (National Automotive Service Task Force) that's grants access only to Certified Locksmiths and qualified Service Technicans.

I probably answer this question 20 times, Yes and No, Yes if you virginized the used FOB no if you try to program used FOB as is. How can you virginized the FOB? look in to the EBAY many vendor do it .
Probably you did not install it correctly, after installation if it read your car Vin number them you can move to next step otherwise is not working. search youtube for software installation.
I bought the thing program cocaine use the Toyota fob doesn't work on anything but Toyota with my laptop touch the push button programmed got the other one touch the push button programmed 1 2 3 but the fob was still expensive

Search the Ebay for FOB Proximity Remote Virgin Reset Reflash Service, it should be less than $20 per FOB.

I'm pretty sure you can erase old codes using Techstream as well.
techstream can erase code, but need a seed code. search weboctopus, they charge $30 for 5 token. I am still struggling on that part.
