Fun fact, while it may seem slow, the current Hypercars are about equivalent in speed to the first iterations of the Audi R18 and Porsche 919, and around as fast as the Toyota TS030 and the 2014 TS040. The 499P's time would've placed 4th in the 2014 24h of Le Mans, ahead of the 2 Audi R18's; and would've been on pole in 2013, ahead of the R18's and TS030's by around a second, same in 2012. And then there's 2011, in which the 499P would've been on pole, 3 seconds ahead of the R18 and the 908. So yeah, they're not that slow despite what they may seem due to the immense speed of the post 2014 LMP1 cars.

And let's not forget that the lmp1h had to liftand cost 300m before braking and they cut the acceleration before the finish line without these stupid rules the 3:12 would surely have fallen.
I would attest against calling that a stupid rule, energy limit regulations provides a way in which teams can compete which is efficiency and the result is thoroughbred machines with incredible road relevance with their hybrid technology, and frankly could have made the 2026 F1 cars even lighter had they used the technology from LMP1 hybrid, even with the 50/50EV split. To me LMH is now more of a fashion show where everything is rigged by BoP, it becomes a driver's game. There's no reason to build better tech if you are nerfed from demonstrating its advantages.

Correct me if I'm wrong, but aren't the LMHs also significantly cheaper to build than the LMP1s were?

Not really. Hypercar is cheaper than LMP1 by a lot. Return On Investment is much better now, and seems to be getting better as the sport grows.
