I said this in the live chat, but Blender has an included add-on called archimesh that has a stair object in it. Everyone should check it out. I mean, it's great to know how to make them manually, but if you have a 10 minute time limit, this could save you precious minutes!
How do you make edges lighter / darker in modeling view? it look so much clearer/easier to "read" 3d shape than default blender view.... please explain
Overlapping is generally not a problem. There are only one concern that I can think of: 1) Overdrawing and drawing unnecessary geometry for performance, but models like these have so few polygons that it's not worth any effort to remove internal faces. For bigger games where millions of polygons can be saved it would be worth removing them, e.g. in Doom Eternal all the distant scenary have no backfaces, it's optimized to only what the camera angles can see.
Buildings not only need details, but more importantly they need distinctive shape. Here, seeing two buildings side by side, I hardly can tell the difference at all glance.

You can do stairs with bevel. Not sure it is faster for YOU, specifically, but...
