I'm from The Netherlands and I visit Germany a lot, the part Germany Nordrhein-Westfalen to be specific. My experience is that many people in that part of Germany can't speak English and not only the German people but also the people from Mid-Eastern can't speak English or the people from North Africa like Algerians and Moroccans, and people from East-Europe also can't speak English. You have many people from those countries who live in Germany but can't speak English at all or barely. But I have heard from several people that some Germans CAN speak English but DON'T want to speak English because they are to proud of their German blood. In my experience in Germany is that only the black people CAN speak English, there was not one black person that I have talked to that wasn't able to not speak English.

Speak English, Romanian almost at a fluent level, French highly proficient, decent amount of Italian, learned some basic Portuguese in anticipation for my trip to Portugal earlier this year. Already being able to speak 3 other Romance languages, understanding it in written form wasn't that difficult, I could get a gist of just about any topic, understanding it when someone would talk to me is a completely different story. It's a very guttural language that relies on sh and j sounds.

Visited Portugal recently, and I was surprised how many of them spoke at least 2 languages.

If you speak English and your native language you are good to go everywhere.

Any native tongue plus speaking English well as a foreign language then you are good to go. You need at least one of the big three. Portuguese understanding spanish doesnt count. Spanish understand Portuguese doesn't count either. You have to be able to think in the language. There is no free lunch.
