Yes, 7 day pass has start & end date. When you purchase pass at kiosk machine, you need to enter start & end date. Metro, Bus & Trams are included in 7 day pass but Monorail which runs at Palm Jumeriah is not included in any pass.

The ticket for cable car is only valid for same day. For Sentosa express, you can use normal Singapore metro card to go, if I am correct it will cost SGD 5. For Sentosa Express, the amount is charge only at time of going, while return is free. One full day is needed for Universal Studios, I will suggest to take taxi from hotel to Universal Studio and at time of returning you can take Sentosa express from Universal Studios to Vivo city mall, and this ride will be free. On next day you can use cable car to explore Sentosa, if you are not visiting attractions like Madame Tussaud then half day is enough for Sentosa.

The max charge for per Trip is AED 7.50, so for return AED 15 per person per day. I would suggest to top up at least for AED 60 for per person. In anywise you can top up Nol card at any metro station. If money is left, then you can use that Money to pay bills in Restaurant or Taxi.

As far as I know only one person is allowed per Nol card. So you need to buy 3 Nol cards. Or you can buy red ticket if you are going to use metro only for 1 to 2 times

No, Nol card doesn't work in Mono rail which runs on Palm Jumeirah. You need to buy separate ticket for mono rails which runs on Palm Jumeriah route.

I reached at 4 PM, if I am correct, prime hours are from 16:30 - 18:30. So if you have time it's better to reach 30 mins early to save money. There is no limit on how much time you can stay, so you can enjoy sunset as well.

2 days are enough to cover Genting. one day for outdoor amusement park and half day for indoor amusement park. If you want to chill and relax then can add more day, but generally 2 days are enough. Regarding hotel, there are couple of hotels in Genting, the cheapest one is First World Hotel where I stayed.

I didn't used buses but as per their website Buses are also included, below are details for your reference, "Your journey can be made using different modes of transport which are located in different zones. At the end of your journey, you will be charged according to the total number of zones you have passed. Enabling complete end-to-end journeys, transfers across different modes of transport have been made possible, however travelling between two different modes of transport must be done within 30 minutes. You can travel on metro then take a bus to reach your final destination. After you check-out from the metro station, you will have 30 minutes to check-in on a bus. Having done this on time, your metro and bus trips will be charged as a single journey (you will be charged based on the total number of zones passed in the 2 trips combined)."

Philip Island is too far & in opposite direction + I was not interested to see little penguins, so I skipped Philip Island. For Stays in GOR, I stayed for 2 days in AirBNB at Port Campbell (near 12 Apostles). But after completing my journey I regret for not staying in Apollo Bay Area. So personally I will suggest, stay 1 day in Apollo Bay & 1 Day at Port Campbell. If you have time, then can stay/chill/relax for 2 days in Port Campbell.
