Before adjusting I normally put the bike in 1st gear and drive it a little backwards. That way the chain is tightened on the top side and you can measure the slack of the chain at the lower side.
Never repurpose a cotter pin, they are cheap, ur saving about 8 cents, use a new one. Also, I believe, you need to torque the axle nut to a specific foot pounds, should be able to find that online for your specific bike or in a shop manual. In order to torque that nut, you may need to remove the back portion of your exhaust, meaning the muffler, not the pipes at the cylinder head. Just the muffler, this is true for my CB400T II and the torque wrench I own. Check chain tension at multiple points.
