It's dangerous as hell for cyclists to ride in the day time with lights already, so what do you think? I ride a motorcycle and have almost been squished a few times by idiots in cars, so yeah, it's not safe to ride any bike at night without lights.

Yeah it's less safe to ride without a light at night, that being said if my lights weren't working I wouldn't let it be the defining reason I didn't go out to ride, and would just ride anyway, I've rode several times on video in the past without lights - but it is rude to other riders, and drivers to not have lights at night, people should be able to identify you're a human and there in less then a second if they need to. On the other side of it there are a lot of riders that think it's cool to have an 800 lumen highbeam pointed directly at my face, and that's dangerous too.
A 120-200 lumen light for most lit roads at night is fine - for more rural roads is where you should be using the high beam, the angle of the light matters too
I actually think a high quality blinking rear red light during the day is almost more important then it is at night - there's a lot of bad drivers, and riders that fail to identify that you're a person and that you're there because they're pre occupied with something else.
If you're a respectful, and careful rider you can get around mostly fine at night without lights, but I wouldn't recommend that either.
At least half the people I see don't have a light, and on the rare occasion I am one of them.
It is worth it to have lights because drivers will treat you differently, and be more inclined to yield to you on your right of ways, where without the light they'll notice you a half second to 3 seconds late sometimes, and already start their maneuver, and then hate you for not letting yourself be seen and freaking them out.
It's not like most people WANT to hit you, most drivers are just trying to get to their destination lol.
