You get a better view from watching the show. The Bat Fam isn’t leaving. He is. Either their with him, the one who made them, or their against him. This show did a good job of showing what Batman is really like in a story not told from his perspective. He’s arrogant, and thinks he’s above the law.

I know it's easy to side with Batman, but I can totally see his point. It's one step back and two steps forward. The heroes can do more good in their respective cities as vigilantes, re-bolstering their image to the common people, and when the world needs the League (an the world leaders come groveling), they make their leap forward.

So he's planned for it and explained it to his proteges. "It's time", i.e. the plan to leave the league is on, and they all walk. Batman always prepping.
Without spoiling much, there is more to this scene than appears as is revelaled later in the show.
