Simply, the apartment itself (old house, old central communications, etc.) is NOT worth the very expensive finishing and furnishings. Below, I gave a little reasoning for my opinion. Yes, housing prices have increased greatly over the past 2 years. BUT, the increase in materials is insignificant. Regular, seasonal. And, by the way, if repairs are done in winter, you can save about 15-20%. Due to the seasonal drop in prices for building materials and services.
I just bought a 3 story dacha for $80,000. 270 square meters, 3 bathrooms, 7 bedrooms, heated floors, and there's a natural spring nearby. It's also on a huge block of land! I also have fiber optic internet!!! It's out in the middle of nowhere, and the nearest town is about a 20 minute drive away, but this is exactly what I wanted - peace and quiet, and solitude 😉

Well your parents apparently got lucky getting their quarters without years in queue just about time for privatisation and real ownship. Communal apartments are also very free and very socialist concept.
It's important to know! All these modest Soviet apartments during the USSR were given to people for FREE! And they were provided with all the necessary free infrastructure. That's socialism. The state's concern for an ordinary person.

Balconies were originaly open in most Soviet houses. Enclosure is against architect's idea, witch sometimes included pots of flowers visible outside. But enclosure became popular after collapse of USSR and gave some protection from weather conditions.

Renovation will attract one type of buyers, but others are eager for rundown place to customize for their needs and wishes. There is a turbulence on bank loans at the moment, special benefits are cancelled, the ordinary loans are very expensive. Now its more effective to rent and at the same time save money on deposit account. Its situation for now - summer 2024. Maybe later real estate loans will be reasonable again.

I think it is way overpriced.I do renovations in Australia for much less but it depends on the size of the apartment or house and Australia is one of the most expensive countries in the world.

Since she is their contractor she protects them by giving some bogus crazy high price without it having anything to do with our scottsman. Materials/appliances all very good quality - Italian tiles, Russian wood floors, Laura Ashley wallpaper (UK), plumbing, wiring and lighting materials from Europe (Castorama/Leroy Merlin), Samsung A/C, appliances are Bosch (Germany). Smart home system with security from Crestron Home System/Security (USA). Nothing from IKEA 😅. Furniture our own. Yes, now Russia has huge inflation, and awful shit from China. Great excuse to steal money from clients. Yes, only 39 sq. m. Congratulations.

It's a good neighborhood in a good city. You'd have a difficult time finding anything for 40k anywhere nearby. I'd say within a couple hundred miles. Same with rent - 175 is virtually unheard of in Msk.
I thought also that the price she quoted seemed far fetched. She is probably protecting a business deal her customer is expecting to make when offering for sale later.
There is no way this apartment is more thant 50k even in moscow.
For 40 thousand you can buy maybe 8-10 meters in Moscow, but renting even such a small apartment costs more than 250 dollars.
