The turbo wasn't the issue, al you had to do was replace the vacuum pump. As you notice the rod you moved back and forth. The diaphragm in the circle pump has failed. By replacing the pump with fix this issue..
I am having trouble pulling it out. Its moving , i have tried to pry it outout of the mating area, which i think i will have to resurface when puting it back. I tried cutting the screw stud, but is there a way to remove this stud without cutting it

1 tiny advise, clean the engine oil lead pipe. The pipe that feeds the turbo with motor oil

Did you get the Screw studs out off the old turbo?
Yes. I used an hex drive socket to remove both of them.. makes the turbo easier to remove and replace
