Each country, region, city and village around the globe has probably an area one should avoid.. There were tourists, who decided to safe 10$ and trekking mount Talinis without guide, got lost had to be rescued, which was not always successful. There were foreigners playing with their iPhone or with a 2,000$ camera around their neck walking alone in dark squatter areas at night in Dumaguete, they needed a new camera and phone after that walk. That is what we mean, that it depends on the foreigner.
