If an animal needed to be put down for medical reasons there are vets who will do it humanely. They will come to your farm or ranch. There are also dog trainers. There are dog rescue and transportation organizations that will take the dog, train it and rehome it for free. I have personally rescue transported an aggressive deaf dog for rehabilitation. Governor Noem is a robot. Noem has more than a screw loose. I am thankful that her character flaws and moral issues were revealed before she rose to higher office. Thank the Lord.
